CASE

REQUEST FOR SKETCH PLANREVIEW OF SWEET BAY RIDGE;
CASE OF OAKWOOD LAND DEVELOPMENT
By: Sylvia Frolik, Asst. COmm. Dev. Dir./HRA Exec. Dir.

Background:

Oakwood Land Development has applied for sketch Plan approval of Sweet Bay Ridge to
develop 165 urban service single family residential lots on the site of the property generally
known as the St. Anthony Gun Club.

The following items are enclosed for yourinformation:

a) Site location map
b) Sketch plan
c) Planning Commission meeting minutes dated January 6, 2005
d) City Staff review letter dated December 29, 2004

Notification:

No public hearing is required at the sketch plan stage of a plat. However, City Council recently
adopted a policy requiring notification of a proposed subdivision be sent out to residents within
350 feet of the subject property during sketch plan submittal. Staff attempted.to notify property
owners within 700 feet of the subject property when the sketch plan was first presented to the
Planning Commission in January.

Observations:

Oakwood Land Development is proposing to create 165 urban single-family lots on 102 acres
generally known as the St. Anthony Gun Club, located on the east side of Variolite Street. The
property is currently located in the R-1 Rural Reserve district and the minimum lot size is 10
acres. If the property is approved for development with urban services, the net density allowed
under R-1 is 3 units per acre. The sketch plan reflects a gross density of 1.6 units per acre; and a
net density of 2.2 units per acre with wetlands factored out. All of the proposed lots appear to
meet urban single-family standards for lot width, size, and frontage on a public road.

There are substantial wetlands on the proposed plat that Will need to be delineated and
encumbered with drainage and utility easements on the preliminary and final plats. The grading
and drainage plan will have to be reviewed and approved by the Lower Rum River Water
Management Organization (LRRWMO). The sketch plan also identifies filling .36 acres of
