wetlands for roads. The Wetland Conservation Act establishes a sequencing process for wetland
filling. The LRRWMO is also responsible for administration of the Wetland Conservation Act.

Because the proposed development will disturb more than 80 acres of naturally vegetated and
forested land, an environmental review is required. An Environmental Assessment Worksheet
(EAW) will be required as a part of the preliminary plat submittal. The property has been
documented to contain contamination from lead shot. The City has applied for a grant to clean up
the contamination, with the understanding that all non-grant costs associated with the cleanup
will be borne by the developer of the property. This site will need to have the contamination
removed as a condition for the approval of this plat.

Current City Code requires density transitioning between the project area and adjacent rural size
lots. A Tree Preservation Plan will be required at the time of preliminary plat review and
approval. The Developer has consulted with City Staff regarding the tree preservation plan and
some oak wilt control work on the site.

A traffic generation analysis will be required at the time of preliminary plat review. The sketch
plan proposes to provide public access from 3 entrances onto Variolite Street, which is
acceptable to the Engineering Department. TraproCk Street is also proposed to be extended north
into the plat from Traprock Commons to the south. At the time Traprock Commons was platted,
Traprock Street was terminanted in a temporary cul-de-sac with the intention of eventually
extending Traprock to serve the property to the north.

The proposed plat was reviewed for park dedication requirements by the Park Commission at
their January meeting. It is anticipated that at a minimum, trail development will be required
parallel to Variolite from Alpine Drive to the northernmost boundary of the plat. Another trail
segment will be required in an east/west direction through the plat to connect the trail system
between Elmcrest Park and Central Park.

On January 3, 2005, City Staff reported to the Planning Commission that a decision on the sketch
plan may be premature as' the-Comprehensive Plan-amendment to consider extension of urban
services to the northern areas of the City is still in process. Per Staff's recommendation, action
on the sketch plan was tabled until March to allow the City more time to work on the
comprehensive plan amendment.

On January 4, 2005, the City Council and the Planning Commission provided Staff and the
consultants with direction and comments that basically expanded the scope of the
Comprehensive Plan from an amendment to a re-write. The expanded scope of the
comprehensive plan amendment will extend the time frame to complete the amendment process.
Therefore, Oakwood Land Development exercised their right to apply for a Comprehensive Plan
Amendment to consider the land use designation necessary for them to go forward with the
development of Sweet Bay Ridge.
