No Council action necessary.

The meeting was recessed at 9:00 p.m. and reconvened at 9:12 p.m.

Case #3: Report from Personnel Committee

1) Request to End Probationary Period for Full-Time Public Works Maintenance
Worker

Assistant City Administrator Nelson indicated Andy Eccleston has successfully completed his
probationary period for the position of full-time Public Works Maintenance Worker. Staff and
the Personnel Committee recommend that the City Council authorize a resolution ending the
probationary period for full-time Public Works Maintenance Worker, Andy Eccleston, effective
January 20, 2005.

2) Health Insurance Contribution Contract Negotations

Assistant City Administrator Nelson explained the collective bargaining agreements with
AFSCME and LELS require that the City annually negotiate the City contribution toward the cost
of health insurance benefits. On January 20, 2005, the members of AFSCME voted to accept the
City's offer for the health insurance contribution for calendar year 2005. The health insurance
contribution offered by the City and accepted by the AFSCME unit represents full payment for
single health insurance ($380.17-100% plan) or full payment for single health insurance
($352.19-90/10% plan) and a contribution of $630.00 for family coverage. The family
contribution of $630.00 represents 63.3% City share of the 100% plan (premium cost-$995.38)
and 68% City share of the 90/10% plan (premium cost (925.38). She explained an agreement
will likely be reached in the LELS-Sergeants and LELS-Patrol contracts soon. Staff is also
requesting that this City contribution be approved for benefit eligible non-union City staff. Staff
recommends the use of Council contingency funds to cover the additional cost of the City
contribution to health insurance for 2005. The recommendation-of the Personnel Committee was
to recommend that the City Council approve the 2005 City contribution toward the cost of Health
Insurance Benefits for members of AFSCME bargaining unit and all benefit eligible non-union
employees. It is also recommended the City Councii approve a contingency transfer of
$18,000.00 to cover the cost of this benefit.

Mayor Gamec asked if this will bring the health insurance all in line.

Assistant City Administrator Nelson replied the LELS-Sergeants and LELS-?atrol contracts are
still in negotiation. She anticipates an agreement will be reached by the February 8th Council
meeting.

P30

City Council/January 25, 2005
