There <br />will likely be some ripple effec~ts froTM the ~Barium 'Street closure. The Committee felt the <br />elements that are very closely !related are~.~e ¼ closure, the free right turn lane added for <br />eastbound CSAH 5 to southbo..Und TH 473 ~and the pedestrian signal. There is currently a <br />crosswalk painted at the location' of the prOpOSed' signal, which gi.ves a false sense of securitY, <br />and the Committee felt that crosSWalk sho01d beremoved immediately. <br /> <br />Councilmember Cook noted when the crOssWalk with a pedestrian light was discussed near the <br />vicinity of 142nd Avenue the :state indiC~tedlit was better not to have a crosswalk at the <br />intersection because it increases We ac¢idents due to the false sense of security. <br /> <br />Assistant Public Works DirectorOlSon indicated he appreciates that the ¼ access was a solution <br />that would provide access ~nto the shopping c~nter, as well as the .bank property from the south. <br />However, it will be a very diffiCUlt thing }0:get a pedestrian signal on TH 47, and the residents <br />heard that the approval of the ~ aCcess:was contingent on the signal. During a pedestrian volume <br />study that was conducted by M~OT, only one pedestrian crossed. The pedestrian warrants for a <br /> <br />signal are about 180 pedestrianS Per 8 hourS.. <br /> <br />Councilmember Elvig questioned if AssiStant <br />Council move forward on the ~A a0cess me~ligtn, <br />at this time because it holds up everything else. <br /> <br />PUblic Works Director Olson is suggesting the <br />but the contingency of the crosswalk 'is a mistake <br /> <br />Assistant Public Works Director Olson:~xplained there were residents that heard that the 3/4 <br />access was contingent on the pedestrian signal being installed.
