Councilmember Strommen sated she appreciates how the green space is involved in the <br />comprehensive plan process. She is concerned in the near future about the abandonment of the <br />septic systems. Some language should be included regarding this before the ordinance is <br />adopted. <br /> <br />Councilmember Elvig inquired about the PUD concept in relation to the clustering. <br /> <br />Councilmember Cook noted the PUD's would provide the City with more control over how <br />things happen on the property. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Jeffrey, to introduce an <br />ordinance to amend City Code Chapter 9 to amend development standards in the R-1 Residential <br />District. <br /> <br />Motion carried. Absent: Mayor Gamec. <br /> <br />Case #8: <br /> <br />Adopt Resolution to Schedule a Public Hearing Regarding the Establishment <br />of a Housing and Redevelopment Authority <br /> <br />HRA Executive Director Frolik reviewed that the City has been in discussions about the creation <br />of a Housing and Redevelopment Authority (HRA) in recen~ years. In recent months, staff has <br />been directed to begin the process of establishing an HRA. At the February 1, 2005 City Council <br />Work Session, staff presented a schedule of tasks to be accomplished with respect to establishing <br />an HRA. In accordance with State Statutes, it is necessary for the City Council to adopt a <br />resolution scheduling a public hearing to consider the establishment of an HRA. The proposed <br />resolution would conduct the public hearing at the February 22"d City Council meeting. State <br />Statute also requires that the City seek the approval of the Anoka County HRA and the <br />Department of Employment and Economic Development (DEED) to establish an HRA. She <br />advised staff recommends that City Council adopt the proposed resolution scheduling a public <br />hearing date. Staff also requests that the Mayor and City Administrator be authorized to forward <br />written requests for the formation of a Ramsey HRA to the Anoka County HRA and DEED. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Olson, to adopt Resolution <br />//05-02-050 to schedule a public hearing on February 22, 2005 for the consideration of <br />establishing a HRA; and to authorize the Mayor and City Administrator to seek approvals from <br />Anoka County HRA and DEED for the formation of a Ramsey HRA. <br /> <br />Motion carried. Voting Yes: Mayor Pro Tem Elvig, Councilmembers Jeffrey, Olson, Cook, <br />Pearson, and Strommen. Voting No: None.
