Preliminary Plat and Site Plan Review: Town Center Gardens 3rd Addition
February 25, 2005

Platting: The preliminary plat is proposing a combination of townhouse and single-family units.
tt appears that Block 1 will be developed as condominiums, to be platted as a Common Interest
Community (CIC). The CIC units platted at Anoka County must conform to site plan and
preliminary, plat approved by the City Council. The City will also be requesting a copy of the
document that will be recorded in conjunction with the plat at the office of Anoka County.

Streets: The preliminary plat shows a combination of public and private streets. The plat
proposes to extend 147th Lane west at Rhinestone St NW from the remainder of the Town Center
Gardens plat. A temporary cul-de-sac will need to be provided on. I47t~ Lane, unless a connection
is established concurrently with Ramsey Town Center 8th Addition to the west. Olivine and
Peridot Streets are proposed to be extended north to serve the northeast corner of the plat; both
are proposed to connect to 149th Avenue NW. 148th Avenue is being constructed to the western
property line in the northern part of the plat; this complies with .City Code requirements. A cul-
de-sac will be required at the end of 148th-Avenue. Building on lot 10, Block 3 and Lot 26, Block
4 may not be permitted until the street is extended to make room for the temporary cul-de-sac.
The plat also includes two public streets' in the western portion of the plat (Streets A and B). The
northerly termination of Street B will require installation of a temporary cul-de-sac. Type III
barricades must be installed along with the temporary cul-de-sacs. Drainage must be directed
into the project to prevent erosion of the adjacent properti.es.

The approved Master Plan for the Town Center shows Town' Center Drive being extended
between the Subject Property and the Town Center property to the west. City plans show Town
Center Drive 'to connect to Variolite Street at Alpine Drive, generally through the Subject
Property, south of Alpine Drive. This street alignment will need to be coordinated between this
development and Ramsey Town Center 8th Addition to the west. The ultimate street alignment
may affect the number of units allowed in this area.

Olivine Street in the north east corner is shown with half of the right-of-way on the adjacent
property. This is not permitted under City Code. It is Staff's understanding that the parcel on the
corner of 149th Ave and Ramsey Blvd. wili be brought into the plat; the full right-of-way will be
required when this occurs.

Private Streets: Private streets are proposed to serve townhomes in the northwestern and eastern
portion of the plat, though most of the streets proposed for the 3rd Addition are public streets.

The table below indicates City Code requirements for private street lengths:

Maximum private street length without a
turnaround provided
Maximum private street length with a turning
>rovision provided

Maximum private street length with a cul-de-
sac provided

200 feet

300 feet

600 feet, when exceeding 'the 300 foot
length requirement, the private street
width must be 32 feet.

~4
