Preliminary Plat and Site Plan Review: Town Center Gardens 3'd Addition. <br />February 25, 2005 <br />Page 7 of 8 <br />Stormwater Management Fee: The City has enacted a stormwater management <br />payment of this fee will be required priorto recording the plat. <br /> <br />fee; the <br /> <br />Sewer and Water Trunk Fees: Sewer and water trunk fees will need to be paid prior to the <br />release of the final plat for recordingl It should be noted that the Trunk fees in effect at the time <br />of final plat approval is what will be charged. <br /> <br />Landscaping Plan/Tree Preservation: Using the canopy cover formula, the minimum required <br />canopy cover for the site is 242,648 square feet. A combination of deciduous and coniferous <br />overstory trees, ornamental trees, and shrubs are included in this plan totaling 260;909 square <br />feet. The plantings along the streets consist of species that are considered to be moderately <br />tolerant or tolerant of salt spray, i. All species are considered to be acceptable or preferred as <br />outlined in the Ramsey Tree Book and the sizes all meet or exceed the minimum requirements. <br /> <br />The following comments are offered regarding this plan: <br /> <br />· The alpine currant should' not be used in conjunction with the white Pine. Currants are an <br /> alternate host for the white pine blister mst pathogen. <br />· The tree plantings within the boulevard areas must be coordinated with the small utilities <br /> that will also be in the same vicinity. Trees shall be planted a minimum of two (2) feet <br /> from any joint utility trench whenever:practicable. <br />· The boulevard or parkway Strips appear to be about ten (10) feet in width, Which is <br /> beneficial for the trees, please verify the ~Widths of the boulevard/parkway strips. <br />· On the landscape details sheet, two symbols, CAC and AC, are shown. However, these <br /> symbols are not included in-the planting schedule. This discrepancy needs to be <br /> corrected. <br />· In the planting specifications, if a Wire basket is present with the bailed and burlap trees, <br /> the top third of it must be removed after the tree has been placed in the planting hole.. <br /> Also, as much of the burlap should be cut away as possible, not just folded back (if the <br /> burlap has been treated to resist decay Or if it is made of plastic, all of it should be <br /> removed). <br />· Staff would encourage you to add some additional plantings to the 149th Avenue frontage. <br /> <br />Finally, there are a couple of points of conCern regarding the general location of street trees. <br />First, no trees can be planted within thirty-five (35) feet of the back of curb of any. intersecting' <br />street or within the vision clearance ;triangle as defined in Section 9.11.01 (General <br />Requirements) Subd. 7, whichever restriction isgreater. While no plantings appear to be within <br />these areas, it is something that Will require at~ention in the field when the trees are installed. <br />Additionally, no tree shall be planted within fifteen (i5) feet of a hydrant. Ifa conflict does exist, <br />the spacing of the trees may need'to be adjuSted or a tree(s) may need to be eliminated from the <br />planting schedule. The City muSt.be informed of and approve any proposed changes prior to the <br />work being conducted. A revised landscaping plan must be submitted. <br /> <br /> <br />
