2001 Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />in order to promote transit usage and convenient access to city <br />services such as park and recreation uses and the greenway. <br />Locating high density housing with these factors in mind, <br />minimizes traffic through local streets and neighborhoods, <br />creates a larger labor pool for businesses, and allows residents <br />convenient access to shopping, parks and recreation facilities <br />encouraging a more walkable pedestrian oriented community <br />life-style. <br /> <br />If low-density residential land is rezoned to accommodate higher <br />density residential uses, the new high density residential <br />development shall include a transition area between existing <br />single-family detached housing and the new high density <br />housing. This transition area may consist of single-family <br />detached home, open space or some other transition acceptable <br />to the City Council. <br /> <br />Urban Residential Policy <br />It is the policy of the City to: <br /> <br />Require Low Density Residential developments except those <br />that are exclusively single-family detached units to be <br />completed through a planned unit development. <br /> <br />Require a transitioning of new higher density housing to <br />existing single-family detached housing. The transitioning <br />should consist of a more compatible density, open space, or <br />other means acceptable to the City Council. <br /> <br />Periodically review the planned unit development section of <br />the zoning ordinance to ensure appropriate guidelines and <br />rules for development of land within the residential areas. <br /> <br />Encourage scattered site affordable housing developments as <br />part of each residential housing project rather than <br />segregating affordable housing in one project. <br /> <br />Consider allowing density bonuses for providing affordable <br />housing, preservation of natural areas, creating open space <br />connections, or buffering consistent with the plan. <br /> <br />Require compatible land use transitions at the edges of <br />neighborhoods through land use, site design and <br />landscaping. <br /> <br />Encourage environmentally conscious site design and <br />construction methods to assure that development respects the <br />natural environment. <br /> <br />Ramsey Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />Page V-21 <br /> <br /> <br />
