2001 Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />Encourage consistent design standards based on transit orientated <br />development practices that serve as a framework for both public and <br />private improvements addressing streets, lighting, landscaping, and <br />building materials and placements. <br /> <br />Create a zoning overlay district that will guide and protect <br />development within the Town Center Mixed Use area. <br /> <br />Allow higher density residential development within the Mixed-Use <br />area. <br /> <br />Provide safe walkway and trail linkages from the Town Center <br />Mixed-Use area to other public facilities, major employment centers <br />(such as Ramsey Business Park 95) and residential neighborhoods. <br /> <br />Encourage the Northstar Corridor Development Authority to <br />consider the Town Center Mixed-Use area site for a commuter rail <br />station site and work with the corridor to plan for such a facility. <br /> <br />Communicate with Anoka County and MnDot regarding <br />development impacts associated with a potential bridge crossing. <br /> <br />Encourage all high-density residential developments to include a <br />commercial/retail component within the same building at street level. <br /> <br />Allow for only a 50-60 acre portion of the Town Center Mixed Use <br />area to be developed initially (Phase I). Future phases of <br />development within the Town Center Mixed Use area will only be <br />allowed by the Ramsey City Council after a significant amount of the <br />Phase I development is completed consistent with the Town Center <br />Master Plan. <br /> <br />e) Central Rural Reserve Area <br /> <br />The Central Rural Reserve is composed of 970 acres consisting of 150 <br />vacant acres, a park and 570 single family homes, most of which are <br />situated on 1 acre and 2.5 acre lots. The Central Rural Reserve Area <br />was developed mostly at a time when urban services were not readily <br />made available. Lot patterns in some cases reflect the intention of <br />allowing future subdivisions by locating the home to one side or the <br />other and assigning the lot 2 house numbers. However, not all <br />subdivisions were developed according to this policy. <br /> <br />The City identifies this area as the Central Rural Reserve.
