2001 Comprehensive Plan
Amended February 26, 2002

a) Future urban residential land demand
As part of the examination of future land use needs, an analysis of the
existing land use supply is necessary. Table V-1 provides a general
overview of existing land use and Appendix B provides a greater
breakdown of existing land use per Metropolitan Council requirements.
The Metropolitan Council projects that Ramsey will add approximately
5,200 households between the years 1995 and 2020 or just over 200
households per year. The future land use plan confines urban residential
growth to within the MUSA expansion area along Highway 10.

The following assumptions have been made in order to provide estimates
of future land demand, based on the Metropolitan Council's projections
and land availability within the City of Ramsey:

· Ramsey will grow at an estimated rate of 240 total units per year
depending upon market demand and the stability of the local and
regional economy.
· The Permanent Rural area will absorb approximately 20 of these
units per year.
· 30% of future urban residential development will consist of multi-
family housing such as apartments and attached housing units, while
the remaining 70% will continue to develop as the typical single
family detached housing unit. (This compares to current trends of
95% or more single family detached and 5% attached housing and is
more consistent with the Metropolitan Council benchmark of 33-
35 % multi-family housing).
· Actual densities will average 3 units per net acre for single-family
detached housing units and 9 units per net acre for multi-family
housing units including attached townhomes and condominiums and
apartments.
· MUSA expansion will occur before the supply of developable
residential land is entirely depleted.
· Remaining infill parcels within the MUSA of not less than 2.5 acres
will develop at urban residential densities.

Table V-4 represents housing unit demand based on the Metropolitan
Council projections of 5,200 households through 2020.

Table V-4 Pro ected Housing Units based on Metropolitan Council Household Projections

Total New Urban Single Urban Multi-
Year Rural HH Urban HH
Households (HH) Family (70%) Family (30%)
1999-2000 240 20 220 154 66
2000-2005 1,240 100 1,140 798 342
2005-2010 1,240 100 1,140 798 342
2010-2015 1,240 100 1,140 798 342
2015-2020 1,240 100 1,140 798 342

Total Units 5,200 420 4,780 3,346 1,434

Ramsey Comprehensive Plan
Amended February 26, 2002

Page V-33
