o <br /> <br /> 2001 Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />Measures to Provide Adequate Operations on TH 10 <br />As expressed earlier in the transportation element, the City of Ramsey recognizes the <br />following three key points regarding TH 10 through the community: <br /> <br />a) TH 10 is a Principal Arterial and thereby serves as a major regional highway <br /> <br />b) TH 10 presently is operating near its capacity limits through the City <br /> <br />c) Mn/DOT has no major improvements programmed for TH 10 <br /> <br />In response to the above points, the City has established a two-phase strategy to fulfill <br />its role in providing adequate future operations on TH 10. One phase consists of <br />extending and upgrading parallel east-west roadways to reduce the number of trips <br />using TH 10. The City is vigorously pursuing improvements to east-west local <br />roadways as evidenced by the following projects: <br /> <br />County Road 116 recently was extended westerly from County Road 56 (Ramsey <br />Blvd.) to County Road 83 (Armstrong Blvd.). With this extension, County Road <br />116 now provides a continuous route north of TH 10 from Armstrong Blvd. east <br />for about 16 miles. <br /> <br />In the City's Capital Improvement Program (CIP), County Road 116 is <br />programmed for upgrading in 1999 to a four lane divided highway from County <br />Road 57 (Sunfish Lake Blvd. to TH 47). <br /> <br />The City's CIP includes the westerly extension of 153rd Avenue N.W. in 1998/99 <br />from Variolite Street to County Road 83 (Armstrong Blvd.) This east-west <br />collector roadway is just over ½ mile north of TH 10. <br /> <br />The City's CIP includes a 1998-2000 project to construct a 2,400 foot segment of <br />Sunwood Drive between two existing segments of the roadway, completing a 2.3 <br />mile continuous segment between the Sunny Ponds Subdivision and County Road <br />56 (Ramsey Blvd.) <br /> <br />The City's CIP includes in 2001 a 3,000 foot extension of Riverdale Drive (south <br />frontage road of TH 10) west to Armstrong Blvd. This new frontage road <br />segment will serve new development without the need for direct access on TH 10. <br /> <br />The City's CIP includes in 2003 a 3,000 foot extension of McKinley Street east of <br />Jasper Street, which is just east of County Road 56 (Ramsey Blvd.). This <br />roadway, which is just about 500 feet north of TH 10, will serve an important <br />function in accommodating east-west local trips. <br /> <br />In addition to the preceding projects, which the City is committed to implement by <br />2003, the City also intends to complete a future extension of 167th Avenue between <br />Variolite Street and Nowthen Blvd. as a collector route. Upon completion of this <br />segment, 167th Avenue will provide a continuous east-west route between County <br />Road 83 (Armstrong Blvd.) and TH 47. <br /> <br />2001 Ramsey Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />Page 1~-16 <br /> <br /> <br />
