2001 Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />The second phase in the City's strategy to maintain adequate operation on TH 10 is to <br />continue communications and planning with Anoka County, Mn/DOT, and the <br />Metropolitan Council regarding future improvements to TH 10. The Anoka County <br />Transportation Plan indicates a need to upgrade TH 10 east of County Road 83 <br />(Armstrong Blvd.) to a four-lane freeway by the year 2015. Working on a cooperative <br />basis with the County, Mn/DOT, and Metropolitan Council, the City is eager to <br />complete an updated TH 10 corridor study. A key objective of this study would be an <br />improvement plan for TH 10 that is endorsed by all the involved agencies. <br /> <br />To the extent that the corridor study would identify needs for additional right-of-way <br />along TH 10, the City would be a responsible participant in addressing such needs. <br />On local roadway projects, the City prefers to acquire right-of-way through the <br />platting process. However, circumstances have arisen where the City acquired <br />property through the condemnation process when that action was necessary to <br />complete the road construction when needed. <br /> <br />o <br /> <br />Measures to Preserve Adequate Operations on TH 47 <br />In a manner similar to TH 10, the City recognizes that TH 47 is an A-Minor Arterial, <br />that it now operates at its capacity limits near the City's southern border and that <br />Mn/DOT does not presently plan to upgrade TH 47 to four lanes. The City <br />demonstrated its interest to preserve adequate operations along this highway by hiring <br />a consultant to complete a corridor study for TH 47. The corridor study report dated <br />July 1996 recommended a balanced set of actions consisting of the following points: <br /> <br />· Widening of TH 47 to increase its capacity. <br /> <br />· Improvements to roadways in addition to TH 47 in Ramsey, including TH 47 in <br /> the City of Anoka and other parallel roadways. <br /> <br />· Establishment of a trail parallel to TH 47 to encourage and more safely <br /> accommodate bicycle and pedestrian trips. <br /> <br />· Reduction in the number of access points along TH 47. <br /> <br />The City Council adopted the Corridor Study in August 1996 and is continuing to <br />pursue the balanced program recommended in order to preserve the operational <br />integrity of TH 47. <br /> <br />2001 Ramsey Comprehensive Plan <br />Amended February 26, 2002 <br /> <br />Page Fl-17 <br /> <br /> <br />
