VII.

2001 Comprehensive Plan
Amended February 26, 2002

HOUSING PLAN

A. Existing Conditions

1. Age
For the most part, the City of Ramsey is a relatively young community, not only in
terms of its population but also in terms of its housing supply. Over 40% of the City's
current housing stock was constructed during the 1970s with virtually all of it
composed of single family detached housing units. The following two decades saw a
continued high interest in housing, although not like the growth that occurred in the
1970s. Overall less than 10% of the City's housing stock was built prior to 1970.

Table VII-1 Age of Housing Units Owner and Renter Occu fled~

Age Units % Total
pre 1940 38 0.79%
1940s 21 0.44%
1950s 82 1.71%
1960s 309 6.44%
1970s 2,049 42.71%
1980s 1,121 23.37%
1990 through 1997 1,177 24.54%
Total I 4,797 I 100.00%

2. Values
Housing values in Ramsey are slightly higher than the average Anoka County
community, but very similar to communities that share like characteristics such as
Andover. 1990 values indicate that 75% of Ramsey housing units were valued at
less than $100,000. Since 1990 the median housing value in Ramsey has
increased by roughly 20% and the number of units valued below $100,000 has
been reduced to 50% indicating that more moderately priced homes are being
built in addition to regular inflation (see Table below):. Ramsey still remains an
affordable housing community with roughly 65% of its housing units at or below
$115,0003. These values are based on property assessments from the Anoka
County Assessor's department and may not reflect true market value or the price
that homebuyers are willing to pay for a home.

3. Housing Types and Styles..."life-cycle housing"
Life-cycle housing includes a mix of housing to meet the changing demands of a
population throughout its lifetime including, apartments, townhomes, single
family homes, accessory apartments, condos, etc... The provisions of life-cycle
housing include opportunities for both rental housing, owner occupied housing
and assisted living housing.

1 Anoka County Housing Study, 1995 prepared by Community Partners, Inc.
2 Page 20 of Ramsey Senior Housinggdarket Study, 1998, prepared by Community Partners, Inc.
3 City of Ramsey, 1996 Year End Residential Activity and 1997 Forecast for the City of Ramse¥, see
"Residential Housing Values Comparison for the City of Ramsey-1992 through 1997.
2001 Ramsey Comprehensive Plan Page 1~I-1
Amended February 26, 2002
