in compliance With ChaPter 7080, no pumping or Pumping Report shall be required. Non-compliance. if the owner of a property containing an ISTS fails to cause the filing of either the Pumping Report or the Maintenance Inspection Report every :three (3) years, the City Administrator or his/her desi~ee shall by certified mail notify the property owner that a Pumping Report or a Maintenance Inspection Report shall be filed with the City within thirty (30)' days from the date of.the notice or June 1st , whichever date is later. In .the event the property owner fails to file a complete Pumping Report or Maintenance Inspection Report with the City within the thirty (30) day 'period, the City .shall order the required pumping/cleaning or inspection and the property owner will be responsible for the costs plus an administration fee. The administration fee shall be established by City Council resolution. Pumping .Permits and Fees. Permits for pumping .jobs shall be obtained from the City. The Permit shall be designed to serve as the Pumping Report. The fee for the permit shall be established by City Council resolution. Financial Hardship. In cases where financial hardship is caused by adhering to the requirements of this section, City staff shall work w/th residents, to identify sources of financial assistance to aid the property owner with the expenses of compliance with this section. SECTION 2. SUM. MARY The following official summary of Ordinance #01-06 has been approved by the City Council of the City o fR. amsey as clearly informing the public of the intent and effect 'of the Ordinance. It is the intent and effect of Ordinance #01-06 to amend Ramsey City Code Chapter 8 (Building and Housing) to require pumping/cleaning or inspection of individual sewage treatment systems at least every .3 years by a licermed pumper, require mailed notice to the affected property owner, to allow for the requirement of pumPing/cleaning every three years to be waived if a Maintenance Inspection Report is filed with the City showing compliance with Chapter 7080, authorizing the City to order the pumping]cleamng of the ISTS in cases where the property owner does not comply with the ordinance, and require City staff to work with Rarnsey residents facing financial hardship in complying with this ordinance in securing financial ass/stance. SECTION 3. EFFECTIVE DATE The effective date of this ordinance is thirty (30) days after its passage and publication, subject to City Charter Section 5.07.
