Case #18: Consider Adoption of Parking Improvement Use and Maintenance <br /> Agreement for Ramsey Town Center <br /> <br />City Administrator Norman reviewed that City staff and the City Attorney have been working <br />with Jim Lasher of LSA to complete the Parking ilmprovement Use and Maintenance Agreement <br />with Ramsey Town Center LLC. i The Parking l~provement Use and Maintenance Agreement <br />has been created to ensure that the City's investment in the two parking ramps within the Core <br />?arking District have an identifiable source of funds for long term Operations and Maintenance <br />and a defined method to collect and disburse funds for these activities. The Parking <br />hnprovcment Use and Maintenance Agreement lrelies on the development of a Parking Plan <br />required under the terms of the Town Center Zoning Ordinance to allocate parking stalls within <br />the two parking ramps the City is constructing among parcels within a "Parking District" that is <br />defined in the Agreement. It is anticipated that the City will be required to amend the Parking <br />?lan in connection with each new development within the "Parking District" to refine the <br />al location of parking stalls to conform with actual:development. <br /> <br />Mr. Bray reviewed the Parking Improvement Use and Maintenance Agreement with Ramsey <br />Town Center, LLC. <br /> <br />Councilmember Elvig asked if there is any_anticipation that the maintenance of the ramps will be <br />outsourced. : <br /> <br />Assistant Public Works Director Ols°n rePlied City staff will try to perform the maintenance. <br />The facilities are being designed With maintenance in mind, in that the facilities will have snow <br />shoots for ease of removal. The design will either make it easier for the City or they will get <br />better prices fi'om a contractor to do that Work~ Generally these things are more efficiently <br />handled with a contractor that does this work all the time, but they will determine if staff is able <br />to maintain it. <br /> <br />Councihnember Elvig explained the reason for lhis question regarding the maintenance is to <br />determine if there are any provisions included to l~e able to extend any costs for necessary capital <br />outlay. <br /> <br />Mr. Bray indicated Section 7 defines parking maintenance costs and includes the fair market <br />value of service provided by the City. i If the City is performing the plowing instead of <br />contracting the plowing, it is entitled to recover ;the fair market value of that plowing.
