Mayor Gamec noted the agreement leaves the maintenance open to be determined. He directed staff to report back to the Council on whether staff can handle the maintenance properly while still serving tim rest of the City. Public Works Director Kapler indicated there iS still research to be done. Other communities have these ramps and staff can tap into their information. He agrees that the goal should be that the public service for the rest of the commUnitY dges not slip. John Feges of Ramsey Town Center LLC stated the parking agreement as it is put together is reflective of the collaboration of the first amendment and development agreement. One of the things considered all the way through was that tho City is itselfa user. Any decisions to be made with the parking maintenance, the citY and citizdns will have to work together for the rnost cost effective approach. He stated he wants to thank everyone; the Council and consultants that have been part of this ongoing and laborious work to define not only the original work, but this amendment. He stated now that this has been :defined, he can assure the Council there is a logjam waiting and there will be projects coming forward. He would like the opportunity to share with the COlmmmity and the Council a!l thc projects that are waiting. He stated he has all the deeds signed for the parcels and everything is ready to go forward. Councihncmber Elvig thanked Mr. Feges. He stated he wants to be sure people understand the downtown region will be paying fol' the maintena.ace on the parking ramps. The assessments will go to those living or doing businesses around this 'ramp. In addition, it will be free parking. Mr. Bray advised the Council could decide in future years to charge a nominal fee for the parking. ~ Motion by Councihnember Cook, seconded by C0uncilmember Elvig, to authorize execution of a Parking hnprovement Use and Maintenance Agreement with Ramsey Town Center, LLC. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, Pearson, and Strommen. Voting No: None, Further discussion: Mr. Feges stated he apPlaudS:the work that was done and the grants acquired to assist in this project. City Administrator Norman stated he would like to thank the tealn working on this. This has been a massive undertaking. Mayor Gamec stated he would like to thank everyone involved in this process On behalf of the Council.
