Abstain: CouncilmemberElvig. <br /> <br />Case #22: Authorize Preparation of EAW for Oakwood Land Development Projects <br /> <br />Assistant Public Works Director Olson explaine4 this case is very similar to the last in that there <br />is a development that would su~ass the EAW requirements. The proposed developments are <br />named Brookfield Addition and Sweet Bay Ridge. The projects are located in the north central <br />area of the City, Sweet Bay Ridge is the former St. Anthony Gun Club site and Brookfield <br />Addition is farther north. The developer hasPet, ifioned for extending municipal sewer and water <br />to both developments. The sewer and water !extension will require a comprehensive plan <br />amendment, which is progressing: on a SeParate track. Each development will require an EAW. <br />A request for proposal was sent to Bolton & Menk, Inc. for preparation of an EAW for each <br />project. Bolton & Menk, Inc. has submitted a proposal to perform both studies for a fee not to <br />exceed $25,(}00. The developer wilt be reqUired tb pay for the studies. <br /> <br />Mayor Gamec asked if this study will:go over :and above the other study related to possible <br />contamination. <br /> <br />Assistant Public Works Director Olson resPonded in the affirmative. <br /> <br />Councihnember Strommen stated a Phase II Was Completed in relation to the lead contamination, <br />but there was not an EAW completed on the property. <br /> <br />Assistant Public Works Director Olson explained an EAW was authorized for the sewer <br />extension project. Staff is also asking in ~this ease to authorize the EAW for the development <br />principals of the project. A Phase I was done aS part of the feasibility study for the Gun Club <br />property and a Phase II was done at the developer's expense. An application was put in for the <br />site clean up, which was denied. <br /> <br />Councihnembcr Strommen stated the EAW is f'me to go forward with, but her concern is going <br />too far down the development path until there isa certificate stating that the area is cleaned up <br />and safe for development. <br /> <br />Motion by Councihnember Cook, seconded by Cpuncilmember Jeffrey, to authorize preparation <br />of EAWs for Brookfield Addition and Sweet Bay Ridge at a not to exceed cost of $25,000 by <br />Bolton & Mcnk, Inc after receipt of the fee from ~the developer, contingent on the contamination <br />issues being cleared. <br /> <br />Motion carried.
