The sanitary sewer extension will also require an EAW and submittal of a permit application to <br />the Minnesota Pollution Control Agency (MPCA). <br /> <br />Assistant Public Works Director Olson explained the City is the Local Unit of Government <br />(LGU) responsible for preparingtlae EAW, A request for proposal was sent to Bolton & Menk, <br />Inc. £or preparation of an EAW for the project and the sewer extension. Bolton & Menk, Inc. has <br />sublnittcd a proposal to perform the EAW for t~e project for a fee not to exceed $10,000. The <br />sewer extcnsiou permit and fee will not exceed $:3,500. The developer has agreed to go forward <br />with the EAW and will be required to pay fOr the studies. Staff recommends the proposal fi'om <br />Bolton & Menk, Inc. be accepted for preparation of the EAW for the Pulte Homes Development <br />at a cost not to exceed $10,000 with a not t°exc~ed fee of $3,500 for the sewer extension EAW <br />and preparation of the MPCA permit. AuthoriZation to proceed will not be issued until receipt of <br />the $13,500 fee from the developer. <br /> <br />Councilmelnber Cook noted this is part of the area discussed to be a secondary master <br />development plan for surrounding areas to Town Center. He asked if that will happen before this <br />development comes forward at preliminary plat. <br /> <br />Assistant Public Works Director Olson repliedthe developer has certain rights and has the ability <br />to go forward with preliminary plat. The developer knows the City is master planning the area <br />and has said he will wait to see the results if it is completed in a short timeframe. This EAW <br />would consist of background information the developer would gather. Bolton & Menk has a lot <br />of background information already. If the developer submits the check staff is willing to proceed <br />with the study of this particular sketch plan and can expound upon that once the master planning <br />is completed. <br /> <br />Counci lmelnbcr Cook inquired if the possibility of an interchange or a bridge could alter plans in <br />this area. <br /> <br />Assistant Public Works Director Olson responded in the affirmative and explained the plans are <br />very uncertain at this time. <br /> <br />Councilmember Cook asked if the developer is aWare of this situation and is still willing to pay <br />for thc EAW. <br /> <br />Assistant Public Works Director Olson replied~ the EAW would not go forward unless the <br />developer agrees to this. He explained the offiC!al mapping only covers a corridor, it does not <br />cover a footprint of interchanges.
