COUNCIL BUSINESS Case #1: Public Hearing to Consider Resolution and Ordinance Regarding the Establishment of a Housing and Redevelopment Authority Mayor Gamec closed the regular portion of the .City Council meeting at 7:12 p.m. in order to conduct a public hearing. Public Hearing Mayor Gamcc called the public hearing to order at 7:12 p.m. Pre~cn ta0on HRA Executive Director Frolik reviewed that in recent months, staff has been directed to begin the process of establishing an HRA. At the February 1, 2005 City Council Work Session, staff presented a schedule of tasks to be accomplished with respect to establishing an HRA. In accordance with State Statutes, it is necessary forlthe City Council to conduct a public hearing to consider thc establishment ofa HRA. In order to form an HRA, the City must adopt the enabling resolution. However, the consent of the Anoka County HRA and the Department of Employment and Economic Development (DEED) are prerrequisite to the City adopting the enabling resolution. To date, the City has not received a response from Anoka County HRA or DEED to the City's request for authorization to form a HRA. In addition, City Council must adopt an ordinance to amend City Code Chapter 2 (Boards and Commissions) to include the Housing and Redevelopment Authority. Staff recommends the City Council conduct the public hearing, take comments, and continue the public hearing to the March 8th meeting, at which time a response should have been received from both agencies. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, Pearson, and Strommen. Voting No: None.
