PLANNING ANDiZONING COMMISSION <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning and Zoning :Commission conducted a public hearing on Tuesday, <br />December 5, 1989 at thee P, amsey Mgnicipal Center, 15153 Nowthen Blvd. N.W., <br />Ramsey, Minnesota regarding Hogans_on Constmction's request to rezone the proposed <br />plat of Heatherwood Hills AdditiOn from R-1 Rural Residential to Planned Unit <br />Development (P.U.D.). " : ' <br /> <br />Members Present: Mr. Gerald Z!mmerman, Chairman <br /> Mr, Roy Shumway <br /> Mr. Terry Hendr~.sen <br /> Mr~ Charles <br /> Mr,, David Bawden <br /> Mr, Ben. Deemer <br /> Mr. Michael Terry <br /> <br /> community DevelOPment Director Mark Banwart <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />Chairman Zimmerman called the public hearing to order at 9:37 p.m. <br /> <br />Kirk Corson was present :repreSenting Hokanson Construction. Mr. Corson stated that <br />Heatherwood Hills was fi~t submittedas a straight forward 2.5 acre plat but after the Park <br />Commission requested trail, along theCreek, the developer felt it would be better to plat the <br />property as a PUD. The PUD Will:meet the one unit per 2.5 acres density requirement. <br />The pm'pose of the PUD in this ease is: to maintain flexibility to develop the lots, to give the <br />City what it desires for tra!.ls and to preserve the wetlands. The developer is requesting an <br />access onto Hwy. #47 and:Mn/DOT has .requested a turn lane going south and a by-pass <br />going north. <br /> <br />Scan Towle - 16400 St. :Francis Blvd. NiT. - Stated that he lives on Duff and Towle <br />Estates and submitted a petition signedlbY 51 residents (see Attachment A). Scan stated <br />that he and area residentS: are 'also oppOsed to any access onto Hwy. #47 and to any <br />development on Lots 1-4 to' the north. Scan stated that the area residents would like to see <br />the integrity of 2.5 acre lots :.maintained. <br /> <br />Jeanine Duff - 16400 St. Francis BlVd. :N.W. - Noted that when Duff and Towle was <br />platted, the direction of their home !had to be changed to be consistent with futUre road <br />alignments in this area. <br /> <br />John Amies - 16129 St. Francis Blvd. N.W. - Stated that his ~andfather had a difficult <br />time selling the subject property and allOfa sudden the rules change to allow a PUD which <br />permits calculating swamP'land as Part of the property. John stated that he has been a <br />resident of the area for most of his life and if the water table comes back up to where it was <br />for many years, the City will have problems using this area for tra/ls.
