BACKGROUND

Routine maintenance is the most econ0micaJ:method for safeguarding tile public investment in
bituminous paved streets. The bituminoUs: street surface weakens as a result of sunlight
exposure, Precipitation, freeZe/thaw ~ycles and traffic, loading. As a result, the asphaltic
components of the bituminous ibecomes brittle and susceptible to cracking. Once water is able to
penetrate surflce cracks into ',the road base, :pavement deter/orates at an accelerating pace. To
avoid this rapid deteriorationj ;it is the g6al of the City to address the preventative.maintenance
needs of its street system on aperiodic basis.

The construction and maintenance history of the pavements proposed for the 2005 Street
Maintermnce Program is presented in Al~pendix A.

The 2005 program consists of eight individual projects. Projects 05-01 through 05-05 which
includes 13.55 miles of City Streets, will reCeive a sealcoating preceded by sealing of cracks
lmvmg widths which exceed One-qUarter inch; Projects 05-06 and 05-08 which involve 6.95
miles of street, will receive a one .and ~One-half inch bituminous overlay .of the' existing
bituminous pavement. The g°al of Seal¢oating is to restore the impe~wiousness of the pavement.
Eliminating water and. pavement oxidationl retains the flexibility of bituminous pavement.
Sealcoating also adds skid r~sistance 'as a ~secondary benefit. Unlike sealcoats which only
preserve the flexibility' of the bituminOus} an overlay provides additional strength to the
pavement structure as well as a like newisUrface.

Each project has been delineated so as to indlUde streets-of like Construction and condition and
having benefited lots of similar Size. Most often, projects are delineated by individual
subdivisions or streets. ProjectO5-01 in¥olveS the first sealcoating-Of recently constructed streets.
These streets have been grouped into a: single project because funding for this first sealcoat is
being provided by a developi~r escroW.' Ttrere'will be no assessments associated with this project.
Project 05-02 consists of sealCoating a section in the southeastern portion of the city which is
comprised of 29 individual subdivisionsehaVirig urban sized 10ts. This project also includes a few
segments of streets in unplatted as'cas adjacent to these subdivisions. The remaining sealcoat
projects, 05-03 through 05-05,~consist Of single subdivision or pairs of subdivisions which have
silnilar areas of street surface per benefi~ed lol. Project 05:06 through 05-08 are overlay projects
which consist of' groups 'of subdivision 0t,'unpiatted areas having similar areas of street surface
per benefited lot.

The streets scheduled for maintenance are-illustrated in Figure 1 All streets proposed for the
program have received a preliminary'sur~vey by the City Engineer and Public.Works Supervisor.
A post winter survey will be :Conducted prior to awarding bids in June. Appropriate project
adjustments will be made if ally of the !scheduled projects are deemed to be inappropriate for
scalcoating due to advanced deterioratiOn. '
