Along Sunwood Drive, the <br /> Ramsey Town Center plan shows a Commerdial/retail building, on a separate lot in front of the parking <br /> structure. Once the new:lot is created,i the parking structure will no longer have direct frontage onto <br /> Sunwood Dr. At this point, it is uncertain when this structure will be built and the lot created, but Staff <br /> believes it will occur within the next! tw° yea~-s~ The design of the future commercial/retail building will <br /> need to adhere to required setback. Staff ibelieVes that front yard setback should not apply to' the <br /> municipal parking structure since it iSan acces~°ry t/se and the fact that a new lot will be created in front of <br /> the parking structure and thus removing frOntageiofthe building from Sunwood Dr. <br /> <br /> Utilities: The facility will be served by municipal water facilities for sprinkling purposes. 'Staff has <br /> reviewed the preliminary utility plans and has in0 C°mments at this time. Further review of the plan will <br /> occur at time of final site plan submit*al. ' ' <br /> <br /> Landscaping: The City has received a landsCaPingP!an, dated January 19, 2005, that provides a much <br /> generalized view of the landscaping. :Due iOth~ ieStricted amount of pervious area on the site, the limited <br /> number of trees is appropriate to ensure adequategr°wing space. The three (3) species that are included on <br /> this plan are acceptable. However, a greater variety 0fspecies must be utilized that will provide a more <br /> diverse comp lim ent o f plantings. FU~hermore, ~lue' tO the large amount of impervious surfaces, wood chip <br /> mulch should be used opposed to the river ~ock ~ulch (this will help with Soil temperatures and water <br /> retention). <br /> <br /> A revised plan must be submitted. At~a minimum, the Plan must include a species palette, for both trees <br /> and shrubs, which outlines the follow,g: Latin/aame,'common name, rooting method (ball & burlaP, <br /> container, etc), size (DBH. for deciduO:us trees arid' height for evergreens), any notable comments, and it <br /> must also include planting details for both trees and.shrubs. Again, due to the spatial limitations of the site,' <br /> an emphasis should be placed on spectes that ar~ considered to be preferred as outlined in the Ramsey Tree <br /> <br />Architectural Standards:~ In accordance with stated goals of the Town Center project, detailed <br />information regarding thi: architectumhas been gu. bmitted for the Ramsey Municipal Parking Facility. The <br />Town Center Technical Advisory C~mittee met on January 12, 2005 to review the architecture of the <br />building. In general, the TCTAC likegl~ the bUildirig, recognizing its utilitarian use. They liked the look of <br />the "warehouse" style and thought it was appropriate: i The structure will consist of cast in place concrete <br />with an architectural finish, colored preCast con~:rCte ~vith a stone pattem and precast concrete with both a <br />brick infili and an architectural finish~ ArchiteCtural precast concrete and brick will be used on the first <br />level to provide for a more pleasing:aestheticiat_the ground level. Brick will be Placed primarily to <br />emphasize the corners of the building and the'stair towers. The most prominent feature of the structure will <br />be the glass stair towers located at the :northwest~and SOutheast comer of the strUcture. The southeast glass' <br />stair tower will be built in the first pha~e and contain elevators. The northwest stairwell will be constructed <br />as part of Phase II and will also contain elevator'S,iThe northwest stairwell will be in a prominent location <br />along Sunwood Drive adjacent to th~proPOseri movie theater and retail. It was decided to have this <br />stairwell be part of the second phase dti¢ to budg~tconStraints in the first phase, the uncertainty of the most <br />appropriate location adjacent to the retail, and the PoSsibility of physically connecting,, or integrating the <br />stair tower into the retail building. ' <br /> <br />The southwest stairwell will be quite visible fr°m Hwy. 10 and will greatly complement the Ramsey <br />Municipal Facility to the east. BesideS!serVing ,a functional purpose, the stair towers will also be a focal <br />point of the structure, especially at night when ithe s.~ir, wells are lit up.
