Absent: Commissioner Brauer. <br /> <br />Case #6 Request for Sketch Plan Review: of Ramsey Town Center 8th Addition; Case <br /> of Ramsey Town Center, LLC <br /> <br />Associate Planner Geisler stated that Ramsey Town Center LLC has submitted a sketch plan to <br />develop 76 townhomes and 113: single,family lots on 46 acres contained in outlots A - E of <br />Ramsey Town Center Addition. She indicated the proposed development is located north of <br />Bunker Lake Boulevard and east of Armstrong iBoulevard. <br /> <br />Associate Planner Geisler stated the subject property is currently zoned Town Center 4a <br />Neighborhood District. She indicated the TC-4a District allows for residential uses at a net <br />density of up to 10 units per acre. She advised the sketch plan shows a gross density of 4.1 units <br />per acre. She noted the Comprehensive Plan: shows the subject property as Low-Density <br />Residential and Medium-Density Residential, while the remainder of the Town Center site is <br />designated as Mixed Use. She stated a Comprehensive Plan amendment will be required at the <br />preliminary plat stage, to change the subject property's land use designation to Mixed Use. <br /> <br />Associate Planner Geisler indicated the sketch plan shows a combination of public and private <br />streets. She stated the Town Center Master. Plan shows a number of important road connections <br />through this property. She advised this prOject will be required to coordinate the connection of <br />147th Lane with the Town Center.Gardens develoPment to the east. She further advised that the <br />Town Center master plan also shoWs a connection of Town Center Drive to parcels north of the <br />subject property. She indicated the extension of Zeolite Street must line up with the stub street <br />north of the site. She stated that the sketch Plan shows an access between Zeolite and Armstrong <br />Boulevard, however this access does not comPly with the Town Center Master Plan and must be <br />eliminated. _ <br /> <br />Associate Planner Geisler advised :that the Master Grading Plan for the Town Center site shows a <br />stormwater pond south of the proposed park On .the site, and the sketch plan will need to be <br />revised to include this pond. She stated al detailed drainage, grading, and utility plan will be <br />addressed during the preliminary Plat process, :She indicated the project is subject to the review <br />and permitting process of the Lower Rum River Watershed Management Organization. <br /> <br />Associate Planner Geisler stated :the submitted !sketch plan shows two parks, which is in <br />agreement with the approved Master Plan for the Town Center. Associate Planner Geisler stated <br />as long as the issues raised by Staff in the Review Letter, are addressed, Staff would recommend <br />directing the developer to the preliminarY plat Stage. <br /> <br />Mr. Feges indicated they have many builders %ming to them as the master planner with what <br />they would like to see. He stated he was :out. of town when this plan came forward, and he <br />understands Staff has some concerns. He adViSed that they are trYing to balance density on the <br />site while being sensitive to the residents adjacent to this parcel.
