Commissioner Van Scoy indicated that given that, it would seem to make more sense to move
the pocket park on the southerly block away fr0m the town center park.

Mr. Feges reminded the Planning Commission that they are not only trying to provide a green
space with townhouses around it, but alSO provide a view and entry to the other parks and trails.

Chairperson Nixt asked what the intent is with this development to try and move people toward
places to work and play. He asked if this area WoUld be connected so it will provide a consistent
trail or sidewalk down to the center of TOwn Center.

Mr. Feges indicated they will better identifY all of that at preliminary plat. He advised they have
the regional park system and an internal park syStem. He stated they want to keep the ultimate
connection into the regional park system in mind as they develop these smaller areas.

Asst. Community Development Director Frolik stated it is her understanding that there will be
trail on both sides of Rhinestone that will get peoPle through the town center park to the core of
Town Center. She indicated there will also be sidewalks to get people to the trail.

Chairperson Nixt asked if Mr. Feges is Ioo ~king at Similar sizes, colors, etc. that will complement
what the other developers are doing on adjacent parcels.

Mr. Feges indicated they will be compatible, but that does not mean monochromatic.

Chairperson Nixt asked that they work with:the other developers on color palette so there are not
defining lines from one builder to another.

Mr. Feges stated he believes they will see on the Outer edges that the units are more residential
looking with gable roofs, but as you get Closer to the core you will see more flat roofs and urban
designs. He suggested they have a workshoP in the next 60 days to discuss design concepts, etc.

Motion by Commissioner Johnson, seconded by Commissioner Watson, to approve the sketch
plan of Ramsey Town Center 7th Addition lcontingent upon compliance with the City Staff
Review Letter dated January 27, 2005.

Further Discussion: Commissioner JohnsOn noted he would add the comments provided by
Chairperson Nixt; that a Clear method be determined on how you can move people on sidewalks
and trails to the downtown area without those people having to be in driveways.

Chairperson Nixt indicated his final thought would be that as they look at ways to lay out the
preliminary plat he would like to see an interconnection within the development that he does not
see now. He stated he will support it now, but if he does not see that interconnection as it moves
forward he will not support it. He indicated it may even be a foot corridor that is only seasonably
accessible, but something is neededi

Planning Commission/February 3, 2005
