COUNCIL BUSINESS <br /> <br />Case#l: Public Hearing to COnsider Resolution and Ordinance Regarding the <br /> Establishment ora Housingand Redevelopment Authority <br /> <br />Mayor Gam¢c closed the regular portion of thc City Council meeting at 7:12 p.m. in order to <br />conduct a public hearing. <br /> <br />Public Hearing <br /> <br />Mayor Gamec called the public hearing to order at 7:12 p.m. <br /> <br />Pre~enta0on <br /> <br />HRA Executive Director Frolik reviewed that in recent months, staff has been directed to begin <br />thc process of establishing an HRA. At the February 1, 2005 City Council Work Session, staff <br />presented a schedule of tasks to be acComPlished with respect to establishing an HRA. <br />accordance with State Statutes, it is necessary for the City Council to conduct a public hearing to <br />consider the establishment ora HRA. In order to form an HRA, the City must adopt the enabling <br />resolution. However, the consent of the Anoka County HRA and the Department of Employment <br />and Economic Development (DEED) are pre;requisite to the City adopting the enabling <br />resolution. To date, the City has not received a response from Anoka County HRA or DEED to <br />the City's request for authorization t° lo.tm a HRA. In addition, City Council must adopt an <br />ordinance to amend City Code Chapter 2 (Boards and Commissions) to include the Housing and <br />Redeveloplnent Authority. Staff' recommends the City Council conduct the public hearing, take <br />comments, and continue the public hearing-t° the March 8th meeting, at which time a response <br />should have been received from both agencies. <br /> <br />Citiz¢~ Input <br /> <br />There was ~3one. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to recess the public <br />hearing. <br /> <br />Motion carried.
