In order to form an HRA, the City must adopt the enabling resolution. However, the consent of the Anoka County HRA and the Department of Employment and Economic Development (DEED) are pre;requisite to the City adopting the enabling resolution. To date, the City has not received a response from Anoka County HRA or DEED to the City's request for authorization t° lo.tm a HRA. In addition, City Council must adopt an ordinance to amend City Code Chapter 2 (Boards and Commissions) to include the Housing and Redeveloplnent Authority. Staff' recommends the City Council conduct the public hearing, take comments, and continue the public hearing-t° the March 8th meeting, at which time a response should have been received from both agencies. Voting Yes: MayOr Gamec, Councilmembers Elvig, Cook, Jeffi'ey, Olson, Pearson, and Strommen. Voting No: None.
