Municipal Center received a variance to setbacks on January 6, 2005, to allow for the building to be setback farther than the TC-t Zoning District allows. The greater setback was reviewed by the Town Center Technical Advisory Committee (TCTAC) and the City Council and found to be acceptable. TCTAC brought forward the following recommendations at the preliminary site plan and revisions have been made in the final Site plan submittal: [] The fagade of Sunwood Drive should be redesigned to become more engaging with the pedestrian through more architectural animation, more articulation, more depth, and the inclusion of some roof forms. As part of looking at revising the Sunwood Drive fagade, elements contained on the south side of the building should be considered for integration into the fi'ont fagade. In addition, increasing the amount of glazing along Sunwood Drive should also be considered. [] The parking area in the northeast part of the site should be removed and replaced with an extension of the building and/or apprOpriate screening. [] The waste disposal area should be removed from its present location or should be located inside. [] Additional design treatment should be given to the eastern elevation (Sapphire St.) than is shown. [] Screening with a mix of Iandscaping and decorative fencing is acceptable for the Police Department parking lot off of Sapphire St, [] Further information should be provided: about the composition of exterior materials that will house the mechanical equipment located on the roof. Councihnember Elvig stated he is very pleased with this outstanding plan. Motion by Com~cilmember Elvig, seconded by Councilmember Cook, to approve the final site plan for the Rarnsey Municipal Center Contingent upon compliance with City Staff Review Letter dated February 18, 2005, and the platting of the SUbject property. Case #15: Consider Authorizing contracts for Security, Technology, and Radio Frequency Design Services and for Commissioning Agent for Municipal Center Project Assistant City Administrator Nelson explained the final phases of design for the new Municipal Center project are currently underway. Along with BKV Group, 3D/I, and staff has been refining the scope of technology, security, cable TV/broadcasting, and radio frequency components that will be included within the facility. On behalf of the City, BKV Group has solicited proposals for security design services from firms that they have worked with on past projects and qualified vcndors in the metro area. BKV Group is reCommending the proposal fi'om SecuriCo Inc. for security design for the facility. Staff has met with representatives of SecuriCo Inc. and is comfortable with the recommendation from BKV Group. The proposal from SecuriCo Inc. and the fee is $18,500 plus expenses incurred, which are estimated not to exceed $1,500. City COunCil/February 22, 2005 page 19 of 31
