Mayor Gamec noted the agreement leaves the maintenance open to be determined. He directed <br />staff to report back to the Council On whether Staff can handle the maintenance properly while <br />still serving the rest of the City. <br /> <br />Public Works Director Kapler indicated there is still research to be done. Other communities <br />have these ramps and staff can tap into their information. He agrees that the goal should be that <br />the public service for the rest of the commun/ty does not slip. <br /> <br />John Feges of Ramsey Town Center LLc Stated the parking agreement as it is put together is <br />reflective of the collaboration of the first amendment and development agreement. One of the <br />things considered all the way tl~ough waSthat the City is itself a user. Any decisions to be made <br />with the parking maintenance, the City andcitizens will have to work together for the most cost <br />effective approach. He stated hewants to thank everyone; the Council and consultants that have <br />been part of this ongoing and laborious' work to define not only the original work, but this <br />amendment. He stated now that tiffs has been defined, he can assure the Council there is a <br />logjam waiting and there will be projects cOming forward. He would like the opportunity to <br />share with the community and the Council all the projects that are waiting. He stated he has all <br />the deeds signed for the parcels and everything is ready to go forward. <br /> <br />Cmmcihnember Elvig thanked Mr. Feges. He stated he wants to be sure people understand the <br />downtown region will be paying for the maintenance on the parking ramps. The assessments will <br />go to those living or doing businesses around this ramp. In addition, it will be free parking. <br /> <br />Mr. Bray advised the Council Could decide in future years to charge a nominal fee for the <br />parking. <br /> <br />Motion by Councilmember Cook, seconded by COuncilmember Elvig, to authorize execution of a <br />Parking Improvement Use and Maintenanc'e Agreement with Ramsey Town Center, LLC. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Elvig, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Further discussion: Mr. Feges stated he applauds the work that was done and the grants acquired <br />to assist in this project. City Administrator Norman stated he would like to thank the team <br />working on this. This has been a massive undertaking. Mayor Gamec stated he would like to <br />thank cveryone involved in this process on behalf of the Council.
