operate after 10:00 p.m. This minimizes evaporation and lessens peak demand on the <br />system. <br />In addition to the residential sprinkling ban, the City is in the process of implementing an <br />irrigation policy that is specific to townhouse, multifamily residential and commercial <br />connections to the municipal water supply that requires that: <br />• All irrigation systems must install an approved backflow device <br />• All irrigation systems must include a Rain Sensor device to prevent irrigation <br />systems from operating during rain events. <br />The City will shortly be updating its water supply plan. At this time, the current DNR <br />guidelines for plan content will be incorporated. The plan will address new well, storage <br />and treatment plant requirements, as well as the role of conservation in the provision of <br />water. The revised water supply plan should be completed during the beginning phase of <br />RTC construction, and will be applied to the new development. <br />Comment 7.6: On page 14-1, paragraph 2, sentences 1 and 3, for accuracy, we suggest <br />the following changes: "...contains the City's DNR-conditionally approved Mississippi <br />River Critical Area Corridor/MNRRA plan." "...required elements, which the City has <br />met and exceeded in some respects..." <br />Response: The document has been changed to reflect the comment. <br />Comment 7.7: On page 14-2, paragraph 1, next to the last sentence, the citation should <br />be corrected to "...within Chapter 6105..." <br />Response: The document has been changed to reflect the comment. <br />Comment 7.8: We suggest the following change on page 14-2, paragraph 3, last <br />sentence: "...Critical Area Plan has been conditionally approved b y the DNR as part of <br />the City's LCP." <br />Response: The document has been changed to reflect the comment. <br />Comment 7.9: The summary of the environmental impacts on page 14-2 should <br />acknowledge that there will be a stormwater outfall to the Mississippi River within the <br />Corridor in one location or another because of the RTC site. <br />Response: The document has been changed to reflect the comment. <br />Comment 7.10: Regarding the asterisked paragraph on page 14-4, Executive Order <br />C.1.a(8) requires preparation of criteria for control of noise, and does not specifically <br />state that it is required for plans. This is a standard that we would look for consistency <br />through city-wide or Corridor ordinances, not plans. Because local units of government <br />shall permit development only in accordance with adopted plan and regulations and the <br />DNR approval, the list of Executive Order standards submitted by DNR include those <br />that must be assured by implementation of the Plan and regulations.
