Ramsey COR AUAR Update — Responses to Comments <br />January 15, 2019 <br />Page 2 <br />Metropolitan Council <br />Comment 1: <br />Comment 2: <br />MPCA <br />Comment 1: <br />Comment 2: <br />The text indicating that the Council will be reviewing the City's 2040 Comprehensive <br />Plan should be updated to indicate that the City of Ramsey intends to submit its 2040 <br />Comprehensive Plan in March 2019. <br />Response: Text revised in Item 9. <br />Given preliminary TAZ forecasts for 2040, the City should consider whether a <br />different forecast allocation is needed. TAZ forecasts must be submitted with the <br />City's upcoming 2040 Comprehensive Plan. <br />Response: The city will incorporate the recommended revisions for population, <br />households, and employment to TAZ 63 with the City's 2040 Comprehensive Plan <br />submittal. <br />Due to the potential for soil vapor migration and the presence of a residential <br />development on the eastern third of Site 47, MPCA recommends the City investigate <br />the extent and magnitude of the contamination on site in the immediate future, rather <br />than waiting until there is a proposed development. <br />Response: Site 47 was reported to the MPCA (DO Report No. 179934). The MPCA <br />Duty Officer reviewed the data and determined to not assign the site a Leak Site <br />Number and not require additional environmental investigation. Therefore, at this time <br />the City will not further investigate the extent and magnitude of the contamination <br />site. No updates were made to the Mitigation Plan. <br />This development will be subject to state noise standards. The MPCA recommends <br />that the City consider the already suggested, and other ways, to mitigate noise <br />impacts in the residential portions of the COR development. <br />Response: As noted in Item 24 of the mitigation plan, the City intends to continue to <br />implement noise mitigation measures along Bunker Lake Boulevard. <br />This concludes the responses to comments on the AUAR Update.
