By paying an assessment in <br /> Franchise Fees <br />Cities have franchise agreements with each gas and elec- <br />tric utility for the use of City-owned roads. By law, cities <br />may charge utilities a franchise fee for the use of roads, <br />which is generally passed on to the customer.
