CONSIDER PARK AND TRAIL DEDICATION FOR <br />RAMsEY MEADOws 5TM ADDITION <br /> By: Leonard Lint°n, Civil Engineer II <br /> <br />CASE <br /> <br />Background: <br /> <br />TMH Development has submitted the preliminary plat for Ramsey Meadows 5th <br />Addition. They plan to create 7 single family urban lots. The lots will front on 149th <br />Lane. This development is dividing 1 metes and bounds parcel to create the 7 lots. This <br />project is in the Prairie recreation district. The area of the parcel is 3.5 acres. <br /> <br />Observation: <br /> <br />The preliminary plat documents addressed the issues raised during 'the sketch plan <br />review. The grading plan Shows filling some wetland areas to allow construction of <br />house pads. New wetlands Will be created on site to replace _the filled wetlands. The <br />proposed construction sequence will be reViewed and accepted by the Lower Rum River <br />Water Management Organization-before construction can begin. Staff looked at <br />requiting sidewalk along the north Side of 149th Lane. Sidewalk should be installed by <br />the developer unless determined otherwise by the City Council. If the Council <br />determines sidewalk is not required it could :be~ prudent to require depositing the value of <br />the walks not installed in the trail fund for use in constructing needed connections in the <br />City. The connectivity issues in the area could be improved by providing a connection <br />between 149th Lane and 151st AvenUe/ Staff is recommending reserving drainage and <br />utility easement across Outlot A. Trail-eaSemer/ts are a separate document that can be <br />requested of the developer as a condition of the development. <br /> <br />Staff Recommendation: <br /> <br />Staff recommends that park dedication for this project be accepted in cash: The projected <br />amount is $15,400 with trail dedication of $3,850 assuming all of the lots are platted. <br /> <br />Commission Action: <br /> <br />Motion to accept Park and Trail dedic~ations in cash for Ramsey Meadows 5th.
