Councilmember Kuzma introduced the following resolution and moved for its adoption: <br />RESOLUTION #19-087 <br />RESOLUTION GRANTING FINAL PLAT APPROVAL AND ENTERING INTO A <br />DEVELOPMENT AGREEMENT FOR HARVEST ESTATES 2ND ADDITION <br />WHEREAS, Meadow Creek Builders, Inc., hereafter referred to as "Developer", properly <br />applied for Final Plat approval of the following described property located in the City of Ramsey: <br />Lot 25, Block 1, Harvest Estates, Anoka County, Minnesota <br />(the `Subject Property'); <br />WHEREAS, the City of Ramsey received an application for sketch plan for Harvest Estates 2nd <br />Addition from Meadow Creek Builders, Inc. on November 21, 2018; and <br />WHEREAS, the Project involves the purchase of the Subject Property from the City of Ramsey; <br />and <br />WHEREAS, the Ramsey Planning Commission reviewed the sketch plan on December 06, <br />2018; and; <br />WHEREAS, the Ramsey Economic Development Authority (EDA) reviewed the proposed <br />purchase agreement for the Subject Property on December 06, 2018; and <br />WHEREAS, the Ramsey Environmental Policy Board (EPB) reviewed the preliminary plat on <br />January 14, 2019; and <br />WHEREAS, on February 7, 2019, the Planning Commission conducted a public hearing <br />regarding the proposed preliminary plat, City Code zoning text amendment creating a new district for <br />65 foot -wide lots (Detached Villas), and rezoning the Subject Property to said district, and recommended <br />approval of the preliminary plat and zoning text amendment; and <br />WHEREAS, the City Council approved the preliminary plat of Harvest Estates 2nd Addition on <br />February 26, 2019 contingent upon the zoning text amendment and rezoning of the Subject Property; <br />and <br />WHEREAS, the City Council approved the zoning text amendment on March 12, 2019; and <br />WHEREAS, the City Council rezoned the Subject Property on March 12, 2019; and <br />WHEREAS, the Applicant submitted an application for Final Plat approval on March 13, 2019; <br />and <br />WHEREAS, a contingency of Final Plat approval is to enter into a development agreement <br />which outlines the payment of applicable fees, surety for the City, and timeline for improvements; and <br />
