Absent:None. <br /> Case#4: Sketch Plan Review for Shade Tree Cottages and Rum River Meadows <br /> Civil Engineer II Linton explained that Shade Tree Communities,LLC has submitted a sketch <br /> plan to create Shade Tree Cottages, a development with a mix of single family and detached <br /> townhouse units. This development is east of Nowthen Boulevard, north of old County Road 5 <br /> and west of Potassium Street. National Growth, LLC has submitted a sketch plan to create Rum <br /> River Meadows, a development of detached townhomes. This development is east of Shade Tree <br /> Cottages and both will use Potassium Street for access and will use the existing Radium Street <br /> stub to access 157th Lane. These projects are in the Oak Recreation District, which includes <br /> Elmcrest Park. <br /> Staff held meetings with M both developers regarding the common access street. The Planning <br /> Commission cases are attached; please note that both developers have submitted revised sketch <br /> plans after the Planning Commission agenda was printed. Neighborhood interest was strong on <br /> both projects at the Planning Commission meeting. <br /> The neighborhood concerns included traffic, improvement of Potassium Street(currently gravel), <br /> wetland impacts, and overall density. Planning Commission indicated that useable open space <br /> should be included in the revised plans. Planning Commission voted to deny both sketch plans. <br /> Both developers plan to take their sketch plans to the City Council to get additional input before <br /> revising the plans and submitting revised sketches or preliminary plats. <br /> Precedent has been to make the formal park dedication after the preliminary plat has been <br /> submitted. This is definitely prudent at this stage since the plans are changing. <br /> Chair Johns noted along County Road Five they would want a trail. <br /> Commissioner Olds stated they also need to be concerned with the buffer and delineation of the <br /> wetlands. <br /> Chair Johns stated this is within the school walking zone and they would like to get trails along <br /> both sides of Nowthen Boulevard eventually. <br /> Case #5: Sketch Plan Review for Ramsey Meadows 5th Addition <br /> Civil Engineer II Linton stated TMH Development has submitted a sketch plan to create 7 single <br /> family urban lots. The lots will front on 149th Avenue. This.development is dividing 1 metes <br /> and bounds parcel to create the 7 lots. This project is in the Prairie recreation district. The area <br /> of the parcel is 3.5 acres. <br /> The project was approved to go to the preliminary sketch plan stage. The Planning Commission <br /> did note that there are wetlands on the site and may impact the actual number of lots that can be <br /> Park and Recreation Commission/January 13, 2005 <br /> Page 6 of 8 <br />
