1) Park and Recreation Commission Regular Meeting Minutes dated July 8, 2004. <br /> It was noted under Item four on page five; the second paragraph should be stricken from the <br /> minutes because it was from the staff report and not discussed at the meeting. <br /> Motion carried. Voting Yes: Vice Chairperson Ostrum, Commissioners Olds, Pontius, LaMere, <br /> Lehman and Shryock. Voting No: None. Absent: Johns. <br /> COMMISSION BUSINESS <br /> Case#1: Review Policy on Pets in Parks <br /> Civil Engineer II Leonard Linton explained the City Council and Parks Commissioners have <br /> received a request from concerned citizens to review the policy on pets in the parks. The <br /> concerns include control of the animals by their owners and cleaning up the waste. The City of <br /> Andover was listed as an example of a community of a policy that could be emulated in the City <br /> of Ramsey. <br /> Staff has reviewed the Andover ordinance. Staff has also reviewed the Ramsey ordinances <br /> regarding pets. Our ordinances have a provision for pets on a maximum leash of 8 feet and for <br /> owners to clean up the waste. <br /> Andover has taken the position of specifically excluding animals from Sunshine Park and City <br /> Hall Park Complex #1. This problem of not picking up animal waste has been reported on the <br /> trails also. <br /> Staff recommends a program to educate the public regarding the existing policy. This could take <br /> the form of reminders in the City Newsletter, putting a notice on the city website, putting a <br /> reminder in the RYAA newsletter and posting signs in the parks and at trailheads. <br /> Civil Engineer II Linton explained that in Champlin they have small signs along the trails <br /> reminding residents to pick up after their pets. <br /> Commissioner Olds wondered how they could enforce this. <br /> Parks/Utilities Supervisor Riverblood thought the parks were one of the functions of bringing <br /> your dog to so he did not think they should ban them. He stated he has not really seen a problem <br /> of this but signs were ordered a few weeks ago that will be placed in the parks to remind people <br /> to pick up after their dogs. He noted that they have an ordinance in place. <br /> Commissioner Olds stated a key place would be on Sunwood and County Road 5. <br /> Commissioner Lehman thought they could place a sign at the entrances to the parks. <br /> Commissioner Shryock thought they could keep a few signs to place in problem areas. <br /> Park and Recreation Commission/August 12,2004 <br /> Page 2 of 5 <br />
