2003 COUNCIL WORK SESSION <br /> December 17, 2002 <br /> <br />Committee, Board & Commission Representation. <br />During the first meeting of the year, the City Council must adopt a Council organization <br />resolution. This resolution will assign Councilmembers to various committees, boards and <br />commissions. A survey has been distributed, collected, and tabulated which allowed each <br />Councilmember to designate a committee, board, or commission preference (attached). <br /> <br />Council Committees. The two committees which will be held prior to the Council <br />meetings, only David Elvig indicated a preference for the Finance Committee, while the <br />other five Councilmembers indicated a preference in the Personnel Committee. Two <br />Councilmembers will need to consider Finance Committee rather than Personnel <br />Committee. <br /> <br />Preferred Committee Assignments. Of the three preferred committees, the first choice <br />preference of each Councilmember allows the correct number of appointments of the City <br />Council. It should be noted that the Public Safety Board would also include an <br />appointment of the Mayor. The Council could agree to accept the first choices for the <br />preferred Committee assignments. <br /> <br />It also may be important to note that if the City were to create a Housing Redevelopment <br />Authority during the year, Council may wish to appoint one or two members to that <br />Authority. <br /> <br />Liaison Representative. A couple of problems in Council preference are that three <br />Councilmembers indicated a preference in the LRRWMO. Secondly, the Mayor, rather <br />than Councilpersons, have been appointed to serve as the representative to the Northstar <br />Corridor Development Authority in the past. It should also be noted that the Quad Cities <br />Cable Communications Committee has had two Councilmembers in the past, however, <br />staff is strongly urging that one Council representative be appointed and one staff <br />representative be appointed as the other cities that belong to the Cable Commission <br />currently appoint. <br /> <br />Task Force. Staff understands that Council representation on the task force may also be <br />discussed under Council Work Session Topic #5. <br /> <br />Action Statement. Direct staff to draft the annual Council Organization Resolution with <br />assignment; to Board; and Commissions as discussed during the December 17 work session. <br /> <br />Appointment Process. In 1996, the City Council adopted a policy for appointment members to <br />the City Boards and Commissions. The policy was revised in late 2001 (memorandum attached). <br />The biggest change to the appointing process is that all members of the City Council are now <br />part of the "evaluation panel" rather than the Personnel Committee as had been the practice <br />under the original appointment process policy.
