Direct staff to draft changes to the Pohcy for Appointing Members of City <br />Boards' and Commissions by including the Personnel Committee, rather than City Council, as <br />part of the Evaluation Panel. <br /> <br />Board and Commission Policies. Staff would like to discuss three separate items under Board <br />and Commission policies, as well as related items in Chapter 2 of the City Code. <br /> Term Limits. Term limits was added to the Board and Commission Policy in 1997, and <br /> the policy was added to Chapter 2 of the City Code under 2.02.02 subd. 6. Chapter 2 of <br /> the City Code references both the Economic Development Authority (EDA 2.02.01) and <br /> the Economic Development Commission (EDC 2.03.06 subd. 3). Staff understands that <br /> some Councilmembers desire reconsideration of the term limit policy. <br /> EDC. The City Code makes references to both the Economic Development Authority <br /> (EDA) and the Economic Development Commission (EDC). Council should be aware <br /> that the EDC was combined into the EDA in 1999. <br /> Board and Commission Removal. The City Code has a section that discusses <br /> "Appointment of Members, Terms of Office and Removal" under Chapter 2.03.02. The <br /> only removal discussed under this section of the City Code includes Subdivision 5 <br /> "Unexcused absences". <br /> <br />In August 1997, the City Council adopted a Code of Conduct which governs the conduct <br />of City employees, including elected officials, union, non-union, supervisory, non- <br />supervisory, managerial, full-time, part-time, temporary employees, and members of City <br />boards and commissions. While employees have methods and processes for termination <br />and removal, there are no such rules that govern the conduct of boards and commission <br />members. <br /> <br />Action Statement Direct staff to draft changes to the Board and Commission poficies, as well <br />as Chapter 2 of the City Code as discussed during the December 17 Council Work Session. <br /> <br />Work Sessions and Committee Meetings. <br />At the close of the Council meeting on November 14, 2000, the City Council directed staff to <br />schedule work sessions be televised (minutes attached). At a subsequent Council meeting of <br />November 28, 2000, Committees were included as direction to staff to have televised (minutes <br />attached). It appears the City Council will be appointing committees that are less than the <br />quorum and will no longer be requiring cablecasting; the issue of Council work sessions require <br />Council action for changes to take place. Staff will request direction to place the item on the <br />agenda for Council action. <br /> <br />Action Statement. Direct to staff to draft a motion to rescind the Council action of November <br />14, 2000. <br /> <br /> <br />
