Parks/Utilities Supervisor Boos stated the City Council made it clear that Tiger Meadows be <br />connected via a street and because the City Council is requiring it, the developer is not going to <br />pay for it. <br /> <br />Chairperson Johns asked if they can ask the developer to put street in lieu of park dedication. <br /> <br />Park/Utilities Supervisor Boos stated the developer believes he is meeting requirements by putting <br />in the cul-de-sac. <br /> <br />Chairperson Johns questioned how the Commission does this without going over the budget and <br />the Commission should be getting more than a street from our park dedication funds. <br /> <br />Park/Utilities Supervisor Boos suggested the Commission reduce the parking lot by 30-percent <br />and add three basketball standards, which would add a recreational element and paving. They <br />could also eliminate the extra access point. The City would be using park dedication to build a <br />public street and parking lot, but at least a recreational feature will be added with it. <br /> <br />Chairperson Johns stated she felt their hands were tied and does not agree with using park <br />dedication for building a road. <br /> <br />Commissioner Ostrum stated they may be setting a precedent if they do so and if it is going to be <br />a public street why would park dedication funds be used to pay engineering fees. He questioned if <br />they could be absorbed by the City Council. <br /> <br />Parks/Utility Supervisor Boos commented he would look into it. <br /> <br />Chairperson Johns stated she was not in favor of two parking lots but is in favor of upgrading one <br />lot with curb, blacktop and basketball hoops and some additional landscaping for the park. <br /> <br />Commissioner Shryock stated she would like to see updated playground equipment and additional <br />trees. <br /> <br />Motion by Commissioner Ostrum, seconded by Commissioner Shryock, to approve the use of <br />park dedication funds from Tiger Meadows for neighborhood connection construction and <br />improvements to the existing parking lot with the balance of the funds to be used to pay for a pair <br />of basketball hoops, playground equipment and landscaping not to exceed $19,800. <br /> <br />Commissioner Ostrum stated he believes it is not proper to pay City engineering costs out of park <br />dedication funds over and above what the Commission would incur to put a trail in. <br /> <br />Commissioner Shryock stated if they do pay engineering fees, the Commission would be setting a <br />precedent. The Commission is already giving up park space and paying for the road. <br /> <br />Motion carried. Voting Yes: Chairperson Johns, Commissioners Shryock, Ostrum, LaMere, <br />Lehman and Olds.
