Parks/Utilities Supervisor Boos stated the City Council made it clear that Tiger Meadows be connected via a street and because the City Council is requiring it, the developer is not going to pay for it. Chairperson Johns asked if they can ask the developer to put street in lieu of park dedication. Park/Utilities Supervisor Boos stated the developer believes he is meeting requirements by putting in the cul-de-sac. Chairperson Johns questioned how the Commission does this without going over the budget and the Commission should be getting more than a street from our park dedication funds. Park/Utilities Supervisor Boos suggested the Commission reduce the parking lot by 30-percent and add three basketball standards, which would add a recreational element and paving. They could also eliminate the extra access point. The City would be using park dedication to build a public street and parking lot, but at least a recreational feature will be added with it. Chairperson Johns stated she felt their hands were tied and does not agree with using park dedication for building a road. Commissioner Ostrum stated they may be setting a precedent if they do so and if it is going to be a public street why would park dedication funds be used to pay engineering fees. He questioned if they could be absorbed by the City Council. Parks/Utility Supervisor Boos commented he would look into it. Chairperson Johns stated she was not in favor of two parking lots but is in favor of upgrading one lot with curb, blacktop and basketball hoops and some additional landscaping for the park. Commissioner Shryock stated she would like to see updated playground equipment and additional trees. Motion by Commissioner Ostrum, seconded by Commissioner Shryock, to approve the use of park dedication funds from Tiger Meadows for neighborhood connection construction and improvements to the existing parking lot with the balance of the funds to be used to pay for a pair of basketball hoops, playground equipment and landscaping not to exceed $19,800. Commissioner Ostrum stated he believes it is not proper to pay City engineering costs out of park dedication funds over and above what the Commission would incur to put a trail in. Commissioner Shryock stated if they do pay engineering fees, the Commission would be setting a precedent. The Commission is already giving up park space and paying for the road. Motion carried.
