Ms. Bartels stated it would be an area where people could go and look at birds.

Chairperson Johns stated it may be better in another area because of all of the activity going on.

Commissioner Ostrum asked if they could have a sledding area.

Ms. Bartels stated they will have this more in the neighborhood park area.

Parks/Utilities Supervisor Boos asked if a sidewalk would be good in the area or should they have
trails that would go into the park. He stated if the sidewalk was adjacent to the street, should
they have loops going to the sidewalks from the trails.

Discussion ensued regarding how the walkways should be connected for pedestrians.

Ms. Bartels stated Mr. Bruce ?? was envisioning the area with formal sidewalks and plantings
going all the way down. The sidewalk becomes a trail but stays along the parks.

Neighborhood Parks

Ms. Bartels showed a map of the neighborhood parks. She stated the neighborhood parks have a
lot of different character to them. The park by the Charter School will not have a lot of open
space so they will need more informal areas. The other park is around the DNR protected water.
The storm water will go through the park along with trails.

Ms. Bartels discussed what will be around the neighborhood parks and the traffic and pedestrian
patterns.

Commissioner Olds asked if this was a wet area in the DNR protected area.

Ms. Bartels stated when she was there, it was dry and she did not know if the DNR would allow
them to dredge the area.

Ms. Bartels showed drawings of the north and south parks and described what would be at each
park.

Parks/Utilities Supervisor Boos stated he thought the elevation plan on the north park is what
they would want because the sliding hill would need to be moved because of the sun.

Chairperson Johns asked if they have talked to the school yet and if they had formalized sports
plans associated with this.

Parks/Utilities Supervisor Boos stated he knew they at least had indoor sports but he did not
know if they had outdoor sports.

Park and Recreation Commission/July 30, 2003
Page 8 of 11
