City Administrator Norman suggested that the Task Force could research other similar projects
that are currently being constructed in other communities as well as assist in creating design
standards for the Town Center. Staff would prefer that the Town Center project not be staff
driven.

Councilmember Anderson inquired if staff envisioned a finite timeline for them to come back with
some answers.

City Administrator Norman replied that he felt a timeline would be a good idea.

Councilmember Kurak inquired as to how members for the Comprehensive Plan Focus
Committee were selected.

Mayor Gamec explained that names were presented for consideration at a Council meeting and
then the Mayor made the recommendations.

Councilmember Zimmerman felt that the Task Force should be made up of an equal balance
between homeowners and business interests in the City of Ramsey.

Councilmember Hendriksen inquired as to how large of group the Task Force would involve and
what the goals would be, the timelines, and what authority would they have.

City Administrator Norman noted that Task Force would only be a recommending body.

Mayor Gamec inquired as to whom would be involved with the Task Force to ensure that they are
making progress.

City Administrator Norman replied that the City could assign a consultant to work with the
group, but he would assume that direction would come from staff.

Councilmember Hendriksen felt it was more important to focus on what the Council would like
the Task Force to accomplish. He felt that architectural standards would be a place to start.

Councilmember Zimmerman recommended that Larry Bakken be included as part of the Task
Force.

City Administrator Norman replied that he was not sure of Mr. Bakken's availability.

Consensus of the Council was to direct staff to research the possibility of having Mr. Bakken be
part of the Task Force and have staff create a mission and purpose of the group.

City Administrator Norman recommended that Councilmembers submit possible candidates at a
future Council meeting to be involved with the Task Force.

Councilmember Kurak inquired as to how many members would be on the Task Force.

City Administrator Norman replied that staff would prefer to see five to seven members.

City Council/February 11, 2002
