projects are being aggregated in specific geographic areas of the City. The goal is to eventually
concentrate the annual program in a specific geographic area of the City each year. A typical
schedule for pavement maintenance would be as follows:

Typical Bituminous Street Maintenance Cycle

Year Action
3 Construction
5 Sealcoat
12 Sealcoat
19 Overlay
24 Sealcoat

It is anticipated that the 2003 street program will be comprised of four individual projects
involving both bituminous overlays and sealcoating and includes three distinct funding sources.
The tables below provide a summary of the mileage and these funding sources.

2003 Street Program Mileage

Local Street MSA Streets Total
Crackfill/Sealcoat 3.72 1.16 4.48
Bituminous Overlay 4.45 0 4.45
Total 12.50 6.94 9.33

2003 Street Program Financing

Funding Source Seals Overlays Total
MSA Funds 23,618 0 23,618
City Contributions 33,000 98,525 131,525
Assessments 33,000 98,525 131,525
Total 89,618 197,050 286,668

Assessment Policy

A significant amount of the financing associated with the Street Maintenance Program is
obtained through special assessment. Attached to this case is a summary of current assessment
practices. The Committee may wish to review these practices and suggest policy changes. At
least one project scheduled for the 2003 programs, IP 03-04, appears to warrant some new policy
with regard to assessments, since this commercial area contains lots having widely varying sizes
and some businesses occupy multiple lots of record. Staff is recommending that assessments in
this case be based upon lot area.

Public Works Committee/January 21, 2003
