Since bituminous should not be installed less than 1 ½ inches <br />and since the first layer of bituminous could be left over the winter, Staff recommends that the <br />current section in all new subdivisions within the MUSA be constructed with a minimum of 4 <br />inches of gravel, 2 inches of bituminous binder course, and 1 ½ inches of bituminous wear <br />course. This section has the following advantages: <br /> <br />· More flexibility for the construction project <br />· Ensures continuous access for police and fire activities <br />· Ensures a stable roadway over the winter months <br />· Allows t he final 1 ayer o f bituminous t o b e installed after t he majority of the construction <br /> activity is complete <br /> <br />And the following disadvantages: <br /> <br />· More construction cost ($25/LF compared to $20/LF) <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Pearson, to recommend that the <br />City Council change the residential standards for residential streets to 4 inches of Class, 2 inches <br />of bituminous binder and 1 ½ of bituminous wear course. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Elvig, Pearson, Cook, Kurak, <br />Strommen, and Zimmerman. Voting No: None. <br /> <br />Case #6: Request for Extension of Sewer and Water <br /> <br />City Administrator Norman stated that on December 18, 2002, the City of Ramsey received a <br />letter requesting that the City of Ramsey prepare a feasibility study for extending urban services. <br />On January 21, 2003, the Public Works Committee met and discussed the request and made the <br />following motion: <br /> <br />Motion by Councilmember Cook, seconded by Councilmember Kurak, to recommend that the <br />City Council authorize staff to hire Bolten and Menk at a cost not to exceed $8,500 for <br />completing a feasibility study for extending urban services to the property identified contingent <br />upon an escrow being set up to cover all expenses including staff time, the city not being held <br />liable, and the city not having any liability to cover the feasibility study by drafting a contract <br />with the City Attorney, and contacting the MPCA regarding lead contamination standards. <br /> <br />On February 11, 2003, the City Council received a resolution from the Attorney, which the <br />Council did not ratify the recommendation of the Public Works Committee to proceed with the <br />authorization of the feasibility study at the Developer's request. Oakwood Land Development <br />and John Rowe are two of the property owners that were on the original petition. They have <br />resubmitted their request for the extension of urban services and have agreed in writing as part of <br />their petition to finance the preparation of the feasibility study. This petition was received on <br />February 18, 2003 and they are asking for reconsideration. Since the City of Ramsey is not <br />financially liable for the costs to prepare this feasibility study, staff recommended allowing the <br /> <br />Public Works Committee/February 25, 2003 <br /> Page 7 of 9 <br /> <br /> <br />
