study to be prepared to analyze if it is not financially feasible to extend urban services to these <br />properties. <br /> <br />Councilmember Zimmerman inquired as to what was different about the petition. <br /> <br />City Administrator Norman explained that Gerry Bauer from the Gun Club is no longer included <br />in the petition. <br /> <br />John Rowe stated that he was present to answer any questions. <br /> <br />Mayor Gamec stated that there are concerns with pollution on the gun club site as well as <br />extending sewer and water beyond the MUSA. In addition the extension of sewer and water <br />would require a comprehensive plan amendment that would have to be authorized by the Met <br />Council. <br /> <br />Mr. Rowe explained that they would like to look at the feasibility of bringing sewer and water up <br />to the northern area of Ramsey and developing the area with homes. <br /> <br />Councilmember Strommen stated that her concern is that extending sewer and water to northern <br />Ramsey is not consistent with the City's current comprehensive plan so she would not vote in <br />favor of extending sewer and water at this time. So to allow them to spend $15,000 on feasibility <br />study when they don't intend on approving the extension does not seem right. <br /> <br />Councilmember Pearson inquired as to how large of a parcel they were looking to develop. <br /> <br />Mr. Rowe replied approximately 21.5 acres. He inquired if northern Ramsey was included in the <br />comprehensive plan. <br /> <br />City Administrator Norman explained that the property being discussed is identified as the <br />Central Rural Reserve Study Area in the comprehensive plan, which is an area to be studied for <br />the future extension of sewer and water. <br /> <br />Councilmember Zimmerman pointed out that the gun club property is in the Central Rural <br />Reserve area, but Mr. Rowe's property is in the rural preserve area. <br /> <br />Councilmember Kurak felt that the sewer and water area within the MUSA should be filled up <br />before they extend sewer and water to other areas of the City to try and maintain some of the <br />rural areas in the City. <br /> <br />Councilmember Elvig stated that he abstained in the previous discussions because his father in- <br />law is involved with the gun club. He stated that he did not have a problem with allowing the <br />study to be completed, but would like the issue to be tabled to allow the Council time to have a <br />better understanding of what the property owners are asking for. <br /> <br />Public Works Committee/February 25, 2003 <br /> Page 8 of 9 <br /> <br /> <br />
