Suzanne Dvorak, 14640 Potassium Street NW, Ramsey, noted that the previous property owner
at 14660 Potassium Street did have a sandpoint in the ground for watering.
The Maults were not aware of any such pipe.
Councilmember Kurak stated that if there is a pipe in the ground there is the possibility that it
could be leaking.
Assistant Director of Public Works Olson stated that if the dewatering activity is causing the
water tables to rise it still would not explain why the residents have seen a high water level all
summer because the dewatering activities did not start until September. Staff has been out to the
area and understands their concerns, which is why staff suggested the possibility of brining in
some fill to raise the grade while construction is going on.
Ms. Mault replied that bringing in fill would not save her trees.
Mr. Mault inquired as to what replaces the water that was in the ground after the dewatering is
completed.
City Engineer Jankowski explained that the ground water replaces itself and retains the existing
position.
Mr. Mault inquired if dewatering causes the ground to shift.
City Engineer Jankowski replied no.
Councilmember Cook stated that it seem as if the problem is being caused by ground water not
surface water.
Assistant Director of Public Works Olson replied that the situation is definitely not being caused
by surface water.
Councilmember Kurak stated that when Village of Sunfish Lake started dewatering they ran the
water over to Sunfish Lake and the level of the lake became very high. She would have to assume
that when they start raising water up in one spot it has to find a place to go underground and it
could have very well drained back into the low area.
Assistant Director of Public Works Olson stated that the most logical dewatering activity that
would be impacting this area would be from the Alpine Acres development because the wetlands
are at the same elevation, but it does not explain the whole summer worth of wet conditions.
Councilmember Zimmerman stated that they would probably have to continue to watch the area
over the next year to see what happens.
Public Works Committee/October 21, 2003
