Councilmember Kurak questioned if adding fill to the backyards would change the contour and <br />impact the drainage on other people's property. <br />Assistant Director of Public Works Olson replied that both property owners would have to agree <br />to add fill to their property. <br />Ms. Dvorak stated that when she purchased her property her backyard was wet and they went <br />ahead and sodded the area knowing that on occasion their backyard may be soggy. Her backyard <br />is graded at a slope because of the high property on one side and the low property on the other <br />side and a drainage and utility easement was never included on her property. The water that is <br />behind the homes is contained within a drainage and utility easement. Ms. Dvorak stated that she <br />was at several meetings when the development was discussed making sure that her yard was not <br />being impacted, but at that time none of her neighbors felt it was important to be at the meetings. <br />Her concern now was that if her neighbors raise the elevations in their backyards her backyard <br />becomes the new pond. <br />Councilmember Kurak stated that she would be very concerned about changing the flow of <br />surface water. <br />Assistant Director of Public Works Olson replied that staff was not suggesting that they change <br />the flow of surface water. The reason the fill was discussed is because it would give the property <br />owners the opportunity to make their backyards somewhat more usable. He would not suggest <br />that anything they do change the flow of surface water. <br />Councilmember Zimmerman stated that it probably makes sense to delineate the wetlands so they <br />know exactly where the edge of the wetland is. <br />Councilmember Kurak inquired if the trees that the Maults were concerned about are within the <br />easement. <br />Mr. Mault replied yes. <br />Councilmember Zimmerman inquired if the property owners were interested in having the <br />wetlands delineated. <br />Mr. Roof, 14680 Potassium Street NW, Ramsey, stated that his main concern was surface run-off <br />and he had his own engineer review the figures and they have informed him that the City's <br />information was accurate. With that information he did not think at this point they would want to <br />do anything with their land. <br />City Engineer Jankowski noted that if there is not a desire to fill the backyards then there was no <br />need to delineate the wetlands. <br />Mr. Bertzyk inquired if it was possible to remove the peat moss so that the area would drain <br />better. <br />Public Works Committee/October 21, 2003 <br />Page 4 of 8 <br />
