Councilmember Cook replied that they are not allowed to excavate wetland. <br />Tom Roof, 14680 Potassium Street NW, Ramsey, stated that he did not feel strongly either way <br />about the fill. The reason they came to the meeting is because they do not want to find out that <br />there is a problem a year from now when all the new homes are built and the developer is gone. <br />Councilmember Cook replied that it seems quite clear that the problem is not being created by <br />anything the developer has done. If the situation becomes a problem that has to be corrected it <br />will be an issue the residents will have to work with the City on. If the high water levels are being <br />caused by dewatering the levels should back down before spring. <br />Councilmember Zimmerman questioned when the one-year guarantee on the developer's work <br />would end. <br />Assistant Director of Public Works Olson explained that the developer guarantees the work for <br />one year from the time the work is accepted from the City. <br />Councilmember Zimmerman recommended that the Public Works Committee review the issue <br />again in the spring after the frost is out. <br />Mr. Roof inquired if it was possible for the residents to be notified when the City accepts the <br />work and the one-year starts. <br />Assistant Director of Public Works Olson explained that even if they were to discover that the <br />problem was created by something the developer did the residents would still have to deal with <br />the City on the issue and then it would be up to the City to bring in the developer. <br />Councilmember Kurak stated that if the water is being contained within the drainage and utility <br />easement what is the complaint. <br />Assistant Director of Public Works Olson suggested that the residents contact the City in June or <br />July so that they can discuss the issue again and see where the water levels are. <br />Director of Public Works/Fire Chief Kapler emphasized to the residents that if there is a problem <br />the City would deal with it. The City will not turn there back on the residents just because a <br />timeline ends at a certain date for the developer. <br />Consensus of the Public Works Committee was to discuss the issue again in June or July and <br />review the water table levels. <br />2) Consider Ordering 2003 Priority Street Lights <br />City Engineer Jankowski stated that since the early 1990's, the City has pursued a program for <br />installing streetlights at intersections along higher speed arterial roadways.
