Commissioner Watson expressed preference for the sidewalks being installed by the developer.

Commissioner Van Scoy expressed concern with the safety of the children in this neighborhood
due to Ms. O’Connell’s comments. He stated he would like to see another access to this
neighborhood from a safety aspect, and would like to find an alternative that would work.

Ms. O’Connell stated there are over 40 children in this neighborhood under the age of 12 and she
would appreciate anything the Commission can look at.

City Engineer Linton explained most people are creatures of habit in their driving. In this case
drivers would likely follow the north/south extension of Helium Street, rather than turning down
nd
152 Lane to go over to Germanium Street. Generally staff is looking at a second means of
access in case there is an accident at the corner of Germanium Street and Alpine Street.

Ms. O’Connell stated her biggest concern is younger drivers that do not have children. She
would like a stop sign in several spots to keep speed at a minimum.

City Engineer Linton explained stop signs sometimes work, but studies have shown if a stop sign
is put in to control speeds people tend to speed up between them, making the situation worse.
Whereas, if stop signs are used for the intended purpose to avoid conflicts and provide an orderly
manner to progress through the intersection safety is improved. Staff would look at the traffic
patterns to determine if there is justification for a stop sign and proceed from there.

nd
Jim Nielson, Attorney representing the property owners at 5566 152 Avenue NW, stated his
clients’ property is to the east of the southeast portion of the plat, Lots 1 and 2, Block 5 and Lots
5 and 6, Block 4. He stated his clients own the two parcels that adjoin this parcel. His clients
nd
also own the parcel to the north of 152 Avenue NW. Mr. Nielson stated the problem his clients
have with what is being planned is that the road between Blocks 4 and 5 extended through their
property would come very close to their sidewalk and their house. He suggested that the
southerly lot of block 4 be converted to the road right-of-way and the proposed right-of-way be
converted to a lot. This adjustment would move the road far enough north and result in sufficient
space between the Pelke’s home and the road. And, the developer didn’t lose any lots.

Assistant Community Development Director Frolik replied staff is in total agreement with Mr.
Nielson’s suggestion.

nd
Chairperson Nixt asked if 152 Avenue is proposed to be connected at this time and Assistant
Community Development Director Frolik replied that it is not.

Commissioner Van Scoy asked if the Pehlke lot to the north if the road extension would still be
buildable.

Mr. Nielson replied the Pehlke property to the north is sufficient in size and will be buildable.

Planning Commission/November 3, 2005
