Assistant Community Development Director Frolik explained the R-1 Residential regulations for <br />the MUSA allow a net density of 3 units per acre. As submitted, the preliminary plat has a net <br />density of 2.4 units per acre for just the residential portion of the plat. Some of the proposed lots <br />do not meet R-1 Residential standards for area and width. The applicant has applied for a <br />rezoning to Planned Unit Development (PUD), which if approved would permit these deviations. <br />Grading and drainage plans have been reviewed and required revisions are listed in the City Staff <br />review letter. <br /> <br />nd <br />Ms. Frolik stated that connections to 152 Lane to the east and Helium Street to the south are <br />nd <br />proposed. A future connection is also provided in the southeast corner of the plat near 152 <br />Avenue, though this connection will not be completed at this time. The preliminary plat proposes <br />to utilize the existing City Hall access onto Nowthen Blvd. as a temporary access. Building will <br />not be permitted on Lot 1, Block 2 and Outlot A until this access is made permanent. Staff has <br />sent the preliminary plat to Anoka County for review and comment. <br /> <br />Assistant Community Development Director Frolik stated the Landscaping Plan is acceptable. <br />City Staff is recommending the addition of plantings along Nowthen Blvd. and Alpine Drive. The <br />Tree Preservation Plan is also acceptable. A majority of the trees will have to be removed from <br />the site, but the trees to be removed do not merit special status. However, Staff is recommending <br />new plantings beyond the minimum requirements because of the significant number of trees that <br />are being removed. She advised the Park and Recreation Commission made some preliminary <br />suggestions for park dedication that include suggestions for a playground area. The preliminary <br />plat will be submitted to the Park Commission for a final recommendation. A trail will be <br />required along Nowthen Blvd. Sidewalks are being requested on both sides of the street due to <br />the likelihood that there will be two schools within 1 mile of the homes at some point in the <br />future. <br /> <br />Assistant Community Development Director Frolik stated staff is recommending preliminary plat <br />approval contingent upon compliance with the City Staff Review Letter. She noted for the record <br />the City received two letters from Nichole O’Connell expressing opposition to the plan, <br />nd <br />specifically the connection of 152 Lane. <br /> <br />Commissioner Brauer stated he will be abstaining from this case due to potential involvement of <br />the School District. <br /> <br />Chairperson Nixt inquired if the applicant is present to speak. <br /> <br />Assistant Community Development Director Frolik noted that the applicant is not present at this <br />time, as he was informed this case would likely be discussed later in the evening. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Levine, to continue the public hearing to <br />allow the applicant time to arrive. <br /> <br /> <br />Planning Commission/November 3, 2005 <br />Page 6 of 27 <br /> <br />
