PLANNING COMMISSION BUSINESS

Case #9: Request for Sketch Plan Review of Townhome Development; Case of Eighty
Seven LLC

Presentation

Community Development Director Frolik stated that Mark Strandlund of Eighty Seven LLC has
applied for sketch plan review of a 47-unit townhome development. The fee title owner is Blaine
Edmundson. The sketch plan is proposing 47 units, which equates to a gross density of 5.4 units
per acre. Net density is not expected to change substantially from the gross density as there are
no major roads proposed through the plat and there do not appear to be any wetlands present on
the property. The sketch plan is proposing a north/south private dead-end street that exceeds the
600-foot length restriction. City Staff is recommending that this street be a public street with the
standard 60 feet of right-of-way and private drives extend off the public street to access the
townhouse units. The developer is advised to research the possibility of tying the public street
into the service road to the south at some point in the future. City Staff recommends sketch plan
approval subject to the property receiving a rezoning and a comprehensive plan amendment, and
compliance with City Staff review letter dated November 28, 2001. It is noted that the outcome
of all of the reviews may impact the actual number of townhome units on the subject property.
Therefore, Staff is stating the general plat design is acceptable but is not committing to any
specific number of units at this time.

Mr. Damagalla pointed out that this is just a sketch plan. It is not tied to 47 units, nor is it tied to
this footprint. Some units may change in size and configuration.

Commissioner Brauer questioned how low in density they could go and Mr. Damagalla said they
hadn’t worked with those figures yet.

Chairperson Nixt explained that the utilities and drainage plans will be included in the next two
steps of the process.

Commissioner Sweet said she would like to see a better first presentation. She said she didn’t
want to approve to go further when she already didn’t like it.

Mr. Strandlund explained the 6 units could be reduced to 4 units. The street configuration cannot
be changed much. The style of the homes on the west side will be split entry with 1,200 square
feet on each level. The homes on the east side will be two-story styles with 1,800 square feet
above grade. The price range will be $160,000 and up, roughly.

Chairperson Nixt indicated that there won’t be much gained by having them re-present another
sketch plan because topography and landscape are not included in a sketch plan. If we progress
to the next step, there will be more detail on the plan to consider. There will need to be screening
for a longtime resident on the south.

Planning Commission/December 4, 2001
