Absent: Commissioners Johnson and Kociscak. <br /> <br />NOTE CITY COUNCIL MINUTES <br /> <br /> <br /> <br />1) City Council regular meeting minutes dated November 13, 2001 <br /> <br />PUBLIC HEARINGS/COMMISSION BUSINESS <br /> <br />Case #1: Request for an Interim Use Permit to Allow for an Unimproved Parking Lot <br />as Principal Use of a Property; Case of Anoka-Hennepin Technical College <br /> <br /> <br />Chairperson Nixt closed the regular portion of the Planning Commission meeting at 7:01 p.m. in <br />order to call the public hearing to order. <br /> <br />Public Hearing <br /> <br /> <br />Chairperson Nixt called the public hearing to order at 7:01 p.m. <br /> <br />Presentation <br /> <br /> <br />Principal Planner Trudgeon stated that Anoka-Hennepin Technical College has submitted an <br />application for an Interim Use Permit to allow for an unimproved parking lot as the principal use <br />of a property. The property itself is located on Highway 10 at the Anoka-Ramsey border and <br />formally was an ICO gas station. The College has negotiated a five-year lease with an option to <br />purchase with the property owner, Inter City Oil Company, Inc. He explained that the applicant is <br />requesting to use the ICO property as a parking lot until the end of May 2002. The College has <br />indicated that they plan on working on a more permanent solution for using the property over the <br />winter months. Anoka-Hennepin Technical College is running short of available parking spaces <br />due to their recent expansions. The College is proposing to keep the buildings up on the property <br />for the time being. Given the limited duration that the College is asking to use the property as a <br />parking lot, Staff has no objection at this time. It is important to point out though, that if the <br />property is to be permanently used as a parking, the College will need to apply for a conditional <br />use permit and comply with all city ordinances, which include installing a bituminous surface and <br />concrete curbs. Staff recommends that the applicant’s request to use the property located 6021 <br />Hwy. 10 as a parking lot until May 31, 2002 be approved. <br /> <br />Citizen Input <br /> <br /> <br />There was none. <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Sweet, to close the public hearing. <br /> <br />Motion Carried.
