movement and thereby reduces costs of doing business, improves local and regional <br />freight connectivity to the national and global economy, reduces burdens of commuting, <br />and improves overall well-being. The applicant should describe the extent to which the <br />project contributes to the functioning and growth of the economy, including the extent to <br />which the project addresses congestion or freight connectivity, bridges service gaps in <br />rural areas, or promotes the expansion of private economic development including in <br />Opportunity Zones. <br />(d) Environmental Sustainability <br />This section of the application should describe how the project addresses the <br />environmental sustainability criterion (described in Section E.1.i.(d) of this notice). <br />Applicants are encouraged to provide quantitative information, including baseline <br />information that demonstrates how the project will reduce energy consumption, reduce <br />stormwater runoff, or achieve other benefits for the environment such as brownfield <br />redevelopment. <br />(e) Quality of Life <br />This section should describe how the project increases transportation choices for <br />individuals, expands access to essential services for people in communities across the <br />United States, improves connectivity for citizens to jobs, health care, and other critical <br />destinations, particularly for rural communities, or otherwise addresses the quality of life <br />criterion (described in Section E.1.i.(e) of this notice). If construction of the <br />transportation project will allow concurrent installation of fiber or other broadband <br />deployment as an essential service, the applicant should describe those activities and how <br />PAGE 16 <br />
